KEEPING UP ROADS
At the Klwanls meeting Monday
uoon, Paul Rynnlng. county engineer,
gave a very comprehensive review of
the work done by the county court on
roads the past ten years and told of
the five-year program on oiling roads
which began this year.
Mr. Rynnlng anld when he was
chosen engineer 10 years ago there
were 12 road supervisors working In
dependent of each oiher and having
their separate equipment. Now there
are no supervisors, the work being
under three foremen, one man In
charge of equipment, and a bridge
foreman. The equipment la now all
under direction of the engineer and
Is housed, when not In use, In a
modern machine shop near the fair
gronnds and la under supervision of
Tom Roseberry. where all machinery
Is repaired and some of it la built.
"Of the 1000 miles oi roaas ta mi
county, about 800 miles are summer
roads, that are practically Impossible
in winter and 700 miles of all-year
roads," said Mr. ltynnlng, who con
tinued: "In 1920 the county spent
about $400,000 on road work, while
last year It was only about u,uuu. as
the commissioners are holding down
tax levies. It costs about 30,000 per
year to maintain the county roads.
The road tax this year Is 1.1 mills
and the amount created by this tax,
added to about 68.000 received from
tho gns tax. together with market
road funds, will make about 100.000
for all road purposes this year after
deducting H5.000 Interest on bonds.
The county court has sdopted a
five-year program of oiling roads
which provides for about ten miles
per year and more when co-operation
Is given by tho different communl
ltes. The otllng to be done all over
the county roads without the proper
base cannot be oiled.
"One of tho serious problems li to
keep the present roads In proper re
pair, with the Imlted funds, and
some method will have to be arranged
soon to create more funds or the rood
base will be beyond repair.
"Jackson county has 700 bridges,
large and small, that must also be
kept repaired and be replaced when
worn out. the life of the average
bridge being IS years. This year we

When asked about the heavy truck
loads wearing out the roads, Mr. ltyn
nlng said the state police keep In
close touch with this problem and
find that the truck men generally
observe the lew, which Is a limit of
40.000 pounds,

EAGLE POINT PLANS
TO

an application through the Publle
Works Association, ol the federal
government for a loan of 818,000 lor
establishment and construction of a
water supply system for the town of
Eagle Point will be taken tonight at
a meeting f the Engle Point city
council. Passat of a resolution au
thorising application for the loan, la
scheduled. Legal representatives oi
Engle Point In the mntter are Neff
and Prohmayer of this city.
It Is planned to securo the water
for the project from the Medford
water supply system.

at present. Citizens desire a more
modern and reliable source. The town
has a population of 211, Recording
to the 1U 30 census. It Is now esti
mated the population Is near the
260 mark.
Securing of the water from the

and water board.
The plan. If the PWA loan Is grant
ed, calls for Instillation of pipe
throughout the town.

Welch from withdrawal of 93000 de
posited In the postal savings depart
ment of the Ashland postofflce was
filed lata yesterday In circuit court
by Mrs, Ada Poelnlts of this city.
The litigants are brother and sister.
The complaint sets forth that the
(2000 Is Insurance money belonging
to Mrs. Poelnlts, and she further
asks that she be declared Its owner.
The plaintiff recites that she gave
Mathlas B. Welch the key to a safety
deposit box In thts city and that
later Welch deposited the S3000 In
the postal saving department of the
Ashland pOBtoff.ee. The certificates
of deposit were "Inadvertently de
stroyed by fire," It Is claimed. Ap
llcatlon for new certificates has been
made and Mr. Poelnlts alleges
Welch has been dilatory about turn
ing It over to her.
Mrs. Poelnlts alleges that unless
legally restrained. Welch will remove
the money and has refused to get a
new certificate under her own name
unless given half of the sum, and
still refuses to do so. She furtner
charges that she requested Welch to
return the safety deposit box key In
September, 1033, but he refused to
do so. A temporary restraining order
prohibiting removal of the money has
been Issued.
Attorney O. H. Bengston represents
the plaintiff In the action.

Officials stated this unusually large
decrease Is due to the extensive fell
ing or Infested trees In a similar cam
paign last year, which allowed the hot
sunshine which prevailed to effect
ively sun cure large areas.
Foreman Espey reports that the ,
rate of tree curing haa been Increased !
from a low of three trees per man I
per day to eight trees per man per
day as the CCC men, all of whom are !
new recruits from Chicago, have be- j
come better trained In the work. Es- (
pey stated he has Instilled sense of
rivalry among the crews that pro- j
motes results.
Majority of the men have been In
camp since April, Espey reports, and,
despite their Ignorance of the woods
at first, they have rapidly learned
woodcraft and talk In the vernacular
of old-time bug hunters. To them a
compass Is no longer a box with a
little swinging needle, trees are felled
Instead of undermined, and sections,
sections corners and quarter corners
mark certain areas In the timber that
are no longer referred to as so many i
blocks this way or so many blocks
that.
Besides the active "bug brigade," a
check cruise la being made In the
old Infestation along the park boun
dary, revealing that In places where
there were at one time as many as
two Infested trees per acre, there are
now only 40 Infested trees on 2000
acres.
