Cut Out the Horse Play
'T'HE special session of the state legislature will be called for
two main purposes, and two only, To arrange for the con
struction of a new state capitol, and to make the state program
for social security and relief, conform with the federal program.
But unless the people bestir themselves and in some way
nmke their wishes known, all sorts of extraneous matters and
half baked issues will be presented, the net result of which will
be merely to extend the time of the session, increase its expense,
and contribute absolutely NOTHING to the betterment of the
state.
ALREADT a member of the Portland delegation has served
nntiee hp will inrrndne.A a measure tn rtrinff nhnur. the trans.
fer of the state capitol from Salem to Portland, a crack-pot j
scheme if there ever was one, which even the Portland Chamber
of Commerce opposes.
But there will be more of them unless SOMETHING is done.
Our suggestion is that a movement be started now to pledge
the members of the House and Senate, to refuse to introduce or
consider ANY proposal that does not deal with the two main
subjects, for which the special session will be called, or with
measures of a REAL EMERGENCY character 1 (And by real
emergency we mean just that.)
IF such an agreement could be reached before the session opens,
a great deal of needless friction and confusion would be
avoided, waste of time and taxpayers' money prevented; and
constructive accomplishment facilitated.
Of course there will be objections, particularly by those
legislators who so love to hear themselves talk. But with the
proper leadership certainly a majority could be persuaded to
agree to such a desirable and common sense program.
And there need be no doubt of this: the people of the state
as a whole would back up such
The Same
THEORETICALLY Communism is opposed to militarism. The
present leader of the Communist party in the United States,
spent two years in Leavenworth for his anti-war activities. Red
orators continually maintain, the only hope for world peace is
to overthrow capitalism, and thus destroy the seeds of war.
But did you notice the May
country put on the biggest military showt Soviet Russia. What
country has the largest army, the. biggest fleet of military planes,
the most thoroughly militarized industrial plant? Soviet Russia.
A few weeks ago the present
the President of Chicago university, delivered in the Civic Audi
torium on Pershing Square, los Angeles.
NcHr the curb as the crowd filed out was a tattered gentle
man, with a watery eye, a scraggley beard, and a bundle of
papers under his arm.
"Here ye ore" he' yelled, "git a oaper where they don't
grndernte yuh out 'er college inter de bread Hue1" and ho waved
a paper defiantly in one hand.
WE bought one. It was the Soviet Weekly. There was noth
ing in it about colleges or bread lines. From cover to
cover it was a pictorial display of Stalin, in military uniform,
with his tanks, motorized artillery, army planes and bombers
an aggressive military note running through the entire publica
tion. Of course the Soviet answer to all this militarism is "de
fense." Russia only wants peace, but its enemies better bewarn.
But will that fool anyone! It has been the alibi of militarism,
since the flood. Even the Kaiser, as h? twirled his mustachios
and rattled his sabre, was only concerned with peace and it
defensive war.
What is the answer! The answer is. call it whnt you will,
dictatorship leads inevitably to militarism. It may be a dictator
ship of a Hitler, a Mussolini, or a Stalin, the net result is the
same. '
I "IIEORETICALLY Communism is opposed to militarism, to
imperialism, and all their various works. But in PRACTICE,
the -establishment of the dictatorship of the proletariat
THROrOll force, only lends to its maintenance BY force, and
eventually merely to the establishment of another war machine.
As things are going now it will not be long before Stalin
anil his Soviet Leuions will occupy the same place in European
affairs, Mini represent the same
Kaiser and his Imperial Guard did, a generation ago.

Straw Politicians
To the Editor:
Ex-Ckjvernor . (now congressman)
Pierce, from the third Oregon district,
has introduced a bill In congress to
make pre-election "straw" balloting
unlawful.
However, many people believe tha
greatest present need Is to get rid
of a lot of "straw" politicians that
are now mlsr?presentlng their Inter
ests In the national capital.
Take, for Instance, Mr. and Mrs.
Pierce, co-operatively receiving a pen
sion of some 13.000 per y 'ro
your Uncle Sam, yet Mr. Pierce aup
porta a prwrram for the government
to pay up to 1S per month, If and
when. etc.. aa "security" for his aged
constituency: 180 per year for tha
"pauper" who sent him to congress,
when he himself receives 70 times)
that amount.
