the governor said. "It carries the
traffic; therefore It must be modern
lzed from Salem to the California
border.
"The people are highway minded,"
he continued. Of the 112 000.000 we
are going to get this year, much will
be siKnt on highways. First we will
rebuild the road over the Slsklyous,
and I assure you that to show my
gratitude to Jackson county, the Sis
kiyou road will come under my spe
cial consideration."

In reviewing the outstanding ac
complishments of the recent session
of the state IrtflKlature, Oowrnor
Martin praised Senator George W.
Dunn of Ashland and Representatives
Oleun O. Taylor and A- Moore Ham
ilton of this city. He prslsed the lat-
ter as peer of 10 outstanding young
men In the bouse.
The speaker said that In compar
ing the work of the legislature to
that In Washington and California,
there la every reason to believe that
much was accomplished. "When they
failed, I straightened them out," the
governor added in one of the spark
ling witticisms of the speech. He said
In the event of a special session, the
legislature may pass some of the 36
bills that he vetoed. He backed up
hla vetoea as "alt good ones," made
In an effort to bring the state out of
the depression with banners flying.
Governor Martin's reference to the
state planning board brought laughs
and applause from the audience,
when he said "There's not a politi
cian, thank God, on that board. X
don't know what their politics are
and I don't give a damn."
Self Help Spirit Needed
The speaker said that much money
Is to be spent wisely In the develop
ment of the Willamette valley. He
gave a graphic comparison of that re
gion with Holland, using figures to
show the relative low productiveness
of the valley.
In conclusion, the governor stressed
the need to bring the people of Ore
gon to a sense of self help, to develop
the state through the proper, strong
leadership. "It Is a great Indictment
to the state to He down and listen to
the subversive elements," the gover
nor said, "I want to head the people
In a spirit of the offensive. We must
thrive on hardships."
Tribute To Harder
T. E. Daniels was chairman. He In
troduced W. A. Gates, director or the
chamber of commerce, who gave the
following tribute to B. E. Harder, re
cently re-elected president of the
Jackson County Chamber of Com
merce :
"I have a very pleasant duty as
signed to me tonight one which I
hope will establish a precedent In
Jackson county. Por the first time In
my 31 years In southern Oregon, the
chamber of commerce Is Including In
Its annual program a tribute to a
civic worker still active in his unself
ish efforts to make ours a better
county In which to live.
"Contrary to precedent we are not
wsttlng until his life work Is finish
ed before paying fitting tribute but
do so In the midst of his activities
that he may know the appreciation of
his fellow workers and be further
stimulated In the great task yet be
fore him by the encouragement this
tribute may bring.

"As I look back over my 31 years
In the Rogue river valley, I am great
ly Impressed by one thing except
for the duration of the war and
throughout the past year our com
munity has been divided over various
questions questions that have fre
quently resulted In bitterness and
strife and so divided our community
energy that material progress was
Impossible.
Throughout the past year south
ern Oregon presented a united front.
We have seen the Med ford Chamber
of Commerce acquire a broader vis
Ion of the possibilities of community
development. The old Medford Cham
ber of Commerce Is no more In Its
stead la a mighty organization of
civic workers from every community
In our county working unitedly on
a constructive program of develop
ment so extensive In scope as to In
sure benefits to every oltlzen of the
Rogue river valley.
"One year ago Ben Harder was
elected president of the old Medford
Chamber of Commerce, under his
leadership has developed a great or
ganisation that promises much good
the Jackson County Chamber of
Commerce. At this table are directors
from every section of our county
pledged to cooperation In a great pro
gram 'of activities for the coming
year. This I consider the greatest
community achievement since i came
to southern Oregon.

you have presented to me. I fear that
you have done me too much honor
and given me too much credit. One
must not forget that this organiza
tion the Jackson County Chamber
of Commerce Is composed of some
300 members and directed by a board
of ai directors chosen from practic
ally every part of the county, and an
efficient and capable manager and
office assistants. To my way of think
ing, credit for the accomplishments
of this organisation should be given
to the directors who are chosen from
the residents of Medford' and the
surrounding cities, together with the
membership, some 100 of whom are
serving on active committees. To
those who are giving so freely of their
time and effort, together with an
able manager, the credit really be
longs. "When I assumed the presidency of
this organization a year ago. It had,
under Its efficient manager, Mr. Ban
well, a well defined program. It was
only for those who followed, to car
ry out and enlarge on the same.
Since your directors have seen fit to
re-elect me as president for the com
Ing year. It will be my aim, with the
able assistance of the dlrectora and
members, to accomplish many of the
things we have In mind. Our five
year plan of development for south
ern Oregon Is complete, comprehens
ive and under the chairmanship of
Mr. Alenderfer many things should
be accomplished for the betterment
of this territory.

may keep pace with developments In
Medford. and see that the town Is
not ravaged by flames during their
absence, since Fire Chief Elliott has
been In charge of the local depart

losses has been made, with 1934
