large conference room here today to
undertake a war on crime. More
than 300 attended the crime confer
ence called by Governor Charles K.
Martin.

which has to consider the three
phases of antl-crlme warfare capture,
prosecution and punishment.
A Major Problem
In opening the conference Gover
nor Martin declared he regarded crime
as "one of the major problems of our
civilisation a problem that la not
confined to any state or nation." n
his address the governor reiterated
his statement that as governor he
would treat criminals "with Justice
but with firmness."
"One of the principal causes of our
present crime problem Is the exces
sive and ill-advised use of the par
Ydonlng power." Martin continued. "I
hare before me the list of pardons of
the governors of Oregon In the last
13 years, which shows the record of
the convicts since release.
"I am advised that this record Is
necessary only fragmentary, but it
demonstrates only too conclusively
the fact that a large percentage of
those pardoned have committed sub
sequent criminal offenses. One con
vict who was given a full pardon
was subsequently returned to the
state penitentiary two times. An
other pardoned convict later served
time In the New Mexico and Utah
state penitentiaries una on McNeil's
Island. . I, therefore, have determined
thst except in most unusual circum
stances I will not pardon criminals.
To Aid Rehabilitation
'Insofar as It is possible for me to
do so. however. I shall give every aid
to the rehabilitation of convicts from
are worthy and capable of reform.
With that thought In mind I approv-
i ed senate bill 405, which provides
that any time prior to the expira-
j tlon of the convict's maximum sen
tence and after the expiration of his
minimum sentence, the governor on
his own motion or on the written
recommendation of the state parole
board may parole the convict and
employ him on public works for not
longer than six months at the going
wage.
"I have also approved the estab
lishment of special reading courses
for prisoners in our stste penitentiary
by the stat library. You would like
wise be Interested to know that the
University of Oregon has inaugurated
special correspondence courses of in
struction for the benefit of the pris
oners. These measures have my ap
proval and will have sympathetic ad

maximum of 30 per cent" and with
sweeping economic and monetary re

day with a provisional cut of 25 per
