VAST DRAINAGE PLAN -LEAVES
LAND TOO DRY
NORWALK. Ohio fUP) Several
years ago, thousands of dollars were
spent to drain surplus water from
the vast celery marsh tracts at CeJ-
eryvllle, near here.
Now It haa developed the draining
waa overdone. The marshlands are
going dry. Celery growers said the
water table has fallen to such ex
tent that crops have matured only
with the greatest difficulty, because
of aridity.
Celery field owners, to prevent
their Interests from being wiped out
by lark of water, are planning eon
strucllcn of an eight-acre lake with
a 12-foot depth. Federal aid for Irri

Hopes to Join Forces With
American Federation of
Labor Eventually Many
'Wants' On Program
By VALCO I.VLB
t'nlted Press Staff Correspondent.
TVRONZA. Ark. (UP) Although
the Southern Tenant Farmers' Union
sprang up in northeastern Arkansas,
to defend sharecroppers against al
leged Illegal evictions by landlords,
the union has long-range plans.
The union, organized here In July,
1934. eventually wants to unionise
southern farm tenants like Industrial
workers have been organized. It
hopes some day to have a union or
ganized strong enough to be recog
nized by the American Federation of
Labor,
Other "wants" Include a minimum
wage scale of 20 cents per hour for
a 12-hour day and time and a half
for overtime, better living quartera
and schooling for their families,
definite agreements with landlord
regarding making crops and labor,
and fair treatment In various gov
ernment plans 'to control crop pro
duction. No Recourse.
"We want to share In writing the
cotton acreage reduction contracts,
Ward H. Rodgera, 24-year-old former
FERA Instructor and union execu
tive committeeman, told Gov. J. M.
Putrell of Arkansas In an interview.
"We have no recourse when a
tenant la summarily evicted under
the present contracts. A case la on
appeal to the state supreme court
now.but before the court can act
everybody will be evicted who la
going to be and the cotton will be
planted," Rodgers complained.
Rcdgera predicted unless the gov
ernor or other authorities Intervened
to atop the alleged evictions, "trou
ble will break out."
Right to Meet.
Governor Futrell said the union
had a right to meet and discuss
union plans without molestation, but
said there was nothing he could do
about It.
"Civil authority," the governor ex
plained. "Is vested tn the courts and
the county officers. It cannot do
anything to remove them, and I can
not send National Guardsmen Into
their country to enforce the law,
unless the county authorities re
quest It."
"The courts and the county offi
cers are controlled by the planters,
Rodgers suggested.
Governor Agreed,
I suspect that la true," the gov
ernor agreed. y
The union at present la In an em-
br. onlc stage. It Includes only about
4000 to 6000 members, mostly. In
Crittenden, Cross, Poinsett and Mis
sissippi counties in the rich ' Mia
