called the department of Justice of

While his companion was phoning,
the second agent led Doyle to the
hotel bar and removed the handcuffa.
"The officer ordered two beers,"
Grace Larrlson, a waitress who wit
nessed the escape, said. "The prison
er sipped his beer alowly and seemed
to be watching hla guard's move
ments. Suddenly, Juat as the. federal
officer raised his glass, the prisoner
truck him on the chin and the offi
cer fell to the floor.
"Like a flash the prisoner turned
around and leaped through the cloned
window Into a side yard. I saw him
race out the gate and across the
street where he Jumped Into an auto
mobile and drove away while the
agent fired at him through the window."

official estimate on tobacco benefit
payments also Is delayed for this
reason. However, reduction In acre

rough estimate la said to be $10,000.

proposed In the administration's so
cial security bill Is unconstitutional.
James A. Emery, general counsel of
the asaocLatlon. made two other ob
jections to the Job Insurance provis
ions of the measure, in his testimony
before the house ways and means
committee, although he approved the
general purposes of the legislation.
The objections were:
1. That the 8 per cent tax on pay
rolls would be pyramided.
3. That It would not be levied on
the ability of the employer to pay.
He Insisted that the unemployment
Insurance tax was "not a tax intend
ed for the purpose of raising revenue
but for the purpose of producing
conduct."
Citing court esses to support his
contention that such a tax was not
constitutional, Emery told the com
mittee: "This legislation upon It face la
pointed to one result that la to se
cure state legislation upon a subject
on which the states have not legls-
iatea."
The senate finance committee
meanwhile waa told the $50 a month
old age pension proposed by the ad
ministration waa "ample. The wit
ness waa Abraham Epstein, spokes
