ASHLAND. Dec. 20. (Spl.) By au
thorisation of the Ashland city coun
ell. City Attorney Prank Van Dyke
yesterday completed negotiations wlta
A. A. Schramm, state superintendent
of banks, for an option on the Pom
padour mineral aprlngs for a period
of 20 days at a cost of $100.
Price of the property to the cltay
haa been aet at 110,000, the expendi
ture of which will be decided upon
by the registered voters of Ashland
at a general election on Thursday,
January S. The city hall wUl be th
polling place.
To obtain the option at the lot
amount, compared to earlier offers,
the city had to take a shorter time
limit, whlcb necessitates the holding
of a general election before the time
expires.
Two changes In the legal structure
of the otty were made to enable th
council to function In the emergency.
An amendment to the election ordi
nance waa paased, making It possible)
to hold a general vote within 10 day
after published notice, and the cit
charter waa amended, giving the coun
cil authority to transfer $10,000 front
the electric department funda to a
special fund to use for purchasing
the aprlngs, In case the move la ap
proved at the polls.
Voters will not pass directly rl
the purchase of the aprlngs, but vU
vote either "yea" or "no" on the pro-
poaeo onarter amendment. If approve
ed, the council will then have au
thority to complete negotiations.
SALEM, Ore. (Spl.) In express
ing his deep concern with regard to
the possibilities of death, personal
injury or property losses due to fires
oa used by the hazards - Introduced
In the homes and places of public
assemblage In carrying out the spirit
of the holiday season, 8tate Fire
Marshal A. H, Averlll lasued the fol
lowing statement at his office here
today.
Reoords In our department show
that many Joyful occasions of the
past have been turned to sorrow, suf
fering or perloda of regret because
of some oraeleaa practice or lack of
serioue thought on the part of re
sponsible Individuals. Many warn
Inga have been published each year
and many safe and Bound rulea have
been suggested with respect to the
decorating and installing of Chrlst
maa trees. These rulea are all very
reasonable and will be obvious to
anyone who will seriously consider
the common fire haaards associated
with the Yuletlde. It may be felt
by many who do not have electrio
service that these rules are an In
fringement on the rlghta of Indlvuala
or act as a damper to the tun en-
loyment of the occasion. . A proper
realization of the hazards, even tho
they are permitted to exlat but are
handled with due care, will largely
remove the chances for aerloua con-
sequenoes."
Mr. Averlll urgea that it b borne
In mind that highly Inflammable ma
terials such as the costomary Christ
mas tree, celluloid toys, cotton, crepe
paper, etc., In close proximity to heat
or open flames, sucn aa canaiea,
stoves and flrcplacea, are natural
causes which may turn a Joyful holi
day Into a moat depressing period.
