that his car collided with one driven
by Mr. Lacy, of Klamath Falls. Lacy
did not have tha right of way, ac

MURDER SUSPECT

While police and the district attor
ney's office moved today to consoli
date and coordinate evidence against
Joseph Osbourne, 34, a special po
liceman accused of murdering an el
derly merchant, city officials laid
plans for stricter regulation of the
personnel and activities of all other
special officers.
Osbourne. said by Captain of De
tectives Keegan to have admitted
many robberies from automobiles
and homes he waa supposed to have
been protecting, will enter a plea to
morrow to a charge of first degree
murder. He is accused of having
beaten to death Simon Mish, 70, in
the latter's home a week ago. Police
believe they have enough circum
stantial evidence to warrant his be
ing bound over to the grand Jury.
Meanwhile Chief of Police Niles
ordered a searching Investigation of
the ranks of special police. "I am not
accusing every special patrolman of
being a thief," the chief said. "Most
of them are honest and able meo
and do excellent work, but the case
of Osbourne proves there may be
other thieves In the group."
