FINAL HEARINGS
COPCO RATE QUIZ
DUE IN FEBRUARY
After a publlo hearing Friday, In
which testimony wu presented on
the methods to be followed In allo
cation of property of the California
Oregon Power Co., Commissioner
Charlee M. Thomas of Salem and his
aides from the publlo utilities dis
continued direct supervision of the
Copco rate Investigation until after
the first of the year.
Commissioner Thomas left Friday
evening, to return only occasionally
before what he hopes will be the
final hearings of the case open next
February. UntU then the Oregon
commission hat approved seven engi
neers who will carry on the investiga
tion with the Copco engineering force.
H. Cleland, attorney of Olympla,
Wash., represented Copco at Friday's
hearing, while Commissioner Thomas
acted for public utilities. The allo
cation of property was considered In
respect to wholesale and retail, and
In respect to Its division between the
state of Oregon and California, which
states fix separately the rates to be
charged (Within their borders. Value
of property in each state was studied,
with the book figures of the company,
unadjusted, taken as a basis. It was
anticipated between counsel that the
purpose of the testimony was to es
tablish the principles involved.
Commissioner Thomas said that
pater both the company and the
commission will present evidence cov
ering changes or adjustments which
may be found In the company's
charges on Its books. Attorney Cle-

land requested that the company be
given an opportunity to present the
exhibits offered by both parties on
the question of allocation, and that
they be filed and discussed with the
California commission so that all pos
sible conflict might be avoided here
after between the two states and the
company.
Commissioner Thomas agreed that
this was a practical suggestion and
said the Oregon commission would
co-operate with the California com
mission In the matter. The hearing
was adjourned with the understand
ing that the allocation between states
should be settled a soon as possible,
and that thereafter the hearings
should continue. The commissioner
stated In regard to closing the case.
which he hopes to do In February,
that a great deal depends upon the
progress made by the two states' com
missions In reaching an agreement
on allocation.
The company has been given until
February 1 to reach a conclusion on
whether or not It will accept the
commission's holding company order
filed In November, 1934. Commis
sioner Thomas said he deems this or
der the most Important one made by
i.ne commission during his term, and
that, if It Is sustained by the courts.
It will be a complete solution to one
of the most vexatious questions be
fore the commission.
"If the holding company question
Is overcome," the commissioner said,
"it will eliminate all exorbitant
charges collected by eastern owners
and will reduce all charges to an
actual, needed service at a reason
able cost."
Continuing, he said: "Some of the
holding companies can carry on on
this basis, but those holding compa
nies whose charges are based on un
necessary and ethereal Items, will be
automatically detached from the Im
proper revenues that now maintain
them at the expense of the rate
payer."

EAGLES EXPECTING
E
A large attendance U expected at
the charity ball to be sponsored by
the Fraternal Order of Eagles at the
Oriental Oardena on Wednesday next,
December 10, It was announced T
officials of the local order yesterday.
The advance aale of ticket would
indicate that Archie Legg and his
Brunswick recording orchestra are
quite a drawing card. The proceeds
derived from the dance will be de
voted to the purchase of Christmas
baskets for the needy and this also
is an added reason why the advance
sale of tickets has been so successful.
Legg and his Royal Serenadera have
recently completed a contract with
Brunswick and by virtue of this
have achieved high recognition in
dance band circles up and down the
Pacific coast. As far as Is at present
known this will be the only appear
ance of this orchestra in Oregon
during the present season. Lovers of
real high class dance music, with
splendid vocal solos, are assured a
fine evening's entertainment on Wed
nesday. Tickets for the affair can be pur
chased from any member of the
local lodge of Eagles and are very
conservatively priced. Delegations
from other southern Oregon cities
have notified the officers of the
local aerie that they will be present.
