PORTLAND, Not. 15. (;p) A group
of up-state producers In itstement
declared today that Portland ha o
come "dominated by coterie of rack
eteers, who, under the guise of or
ganized labor, are levying a heavy
tribute on your commerce. "
Urging the city to unfetter ltaelf,
the statement said:
"When you consider that our wheat,
wool, fruit, lumber and other prod
uces are sold In the world market and
at the price the world Is willing to
pay for them, It becomes readily ap
parent that any additional charge for
handling or for transportation cost
ultimately comes out of the, pockets
of those who produce these articles of
commerce."
Workers Beaten,
The recent longshoremen's strike
paralyzed the wool market, with result
ant loss, and men who wanted to work
on the docks were beaten by pickets,
one Job -seeker being killed, It was
declared.
The producers said they understood
00 cents an hour was, the previous
high basic wage, even during war
time. The longshoremen struck for a
basic wage of $1.00 Instead of 85 cents
an hour.
The strikes at the Oregon Worsted
mill here and the Swift as Company
plant here also were criticized by the
prdoucers who asked:

"Has Portland sunk so far that It
cannot control Its own business and
enforce the laws of the state In the
protection of life and property?"

regulations under the Agricultural
Adjustment Act, effective November 1,
1034. is announced by J, W. Mftloney.
collector of revenue for the district of
Oregon, which provides when hog
are slaughtered by hog producers and
feeders, the processing tax will be paM
by them only when they sell the
products direct to consumers. In all
other cases the tax will be paid by
the first person other than the hog
producer or feeder who performs any
operation in the receiving, handling
or other distribution of the product
This means If any retailer, wholesaler,
commission merchant, meat market,
restaurant, hotel, club, hospital oi
other commercial establishment .re
ceives, buys or exchanges any dressed
hogs or parts from a hog producer or
feeder, the first domestic processing
Is held to be the initial act performed
by such persons in handling or prep
aration for further distribution o:
use. Preparation for further distri
bution or use Includes any operation
connected with receiving, storing, cut
ting, rendering, etc.
This ch ange a f f ec ts only hog
slaughtered by farmers on and after
November I, 1934. Meat packing com
panles, slaughterhouses, custom kill
era and all other commercial estab
lishments will continue to pay the
processing tax as formerly on the live
weight of hogs at the time of slaugh
ter.
All commercial establishment will
be required to maintain a record of
all pork products handled by them
to show whether they are subject to
the tax or whether It has already been
paid by some prior processor or dis
tributor. Packers and others selling
to Jobbers, retailers, etc., are required
to Include In their Invoices a state
ment certifying that the first domes
tic processing has been performed by
them, or that they have received a
certificate to this effect from some
prior owner.
