The Wall Street Insiders are walllnA
that not more than 8 per cent of the
marketeers have been making ex

The market Is thinner than It has
even been. Trading volume hovers
around the low-tide periods of- 1024
and 1913, but those periods are not
comparable because fewer stocks
were listed then.
There is no question but that a.
good many traders are going to have
to find other metna of livelihood un

The new securities commission Is
one reason for the depressing quiet
among the bulls and bears. The com

but the animals are Afraid of what
It will do. ......
As a matter of fact, their Apprehen

The commission Is going about Its
business In a alow and easy way. No
emergency exists requiring It to move
swiftly. Its members are strongly
liberal, but they really want to get
started on the right loot. A bid mis

You can be reasonably certain there
will be no aggressive manhandling of
the market by them during the next

What Is really more responsible for
the doldrums In the market Is the
fact that the public Is not buying

they have scarcely aeen an outside

to be a good guide. (The surrey wss

Financial men nearly toppled off
their chairs a few daya ago when they
saw sn advertisement In a New York

mortgage loans.
When banks start advertising for
loans, they are feeling the pinch of
having too much money on hand end
not enough out at Interest. Other
banks have been complaining re

their livings aooounts. They tied to

DEATH SPECIALIST
RECENT CONFLICT
Tly Alanson Edwards
United Press Staff Correspondent
HOLLYWOOD (OP) Jack Leggett,
British machine gunner, managed to
survive two years on the Western
Front because enemy gunners were
not quite as quick on the trigger.
Now, In peacetime, he has become
Hollywood's lesdlng "death special
ist." The part he likes best about his
lethal task Is that his victims get
up sfter being "killed." dust them
selves off and thank him.
Leggett makes his headquarters
In the M-O-M studio arsenal amid
thousands of army rifles, machine
guns, pistols and other deadly wea
pons, 'We have to be as careful hand
ling a sub-base machine gun loaded
with blanks as though It were ac
tually firing lead slugs," he explain
ed. "At IS or 30 feet the wads from
blank cartridges would kill s msn al
most ss quickly ss real bullets."
In gangster and gunman scenes,
Leggett trains each man to use his
particular weapon and then Jolna
the orowd with a machine gun him
self. Each gun Is "cheated," or turn
ed to one side aa much as possible so
the wads will not strike the "victims"
directly.
The most temperamental of all
Leggett's killing devices were the 18th
Century flintlock rifles and pistols
he obtained for "Tressure Island."
They are as dangerous aa a stick of
dynamite, he said.
"When loaded with a charge of
powder heavy enough to make a loud
explosion In a scene, most anything
Is liable to happen." Leggett went
on. "Even without pulling the trig
ger, the flints are likely to fire the
gun.
"Jackie Cooper picked up a flint
lock pistol and playfully loaded It to
the muezle with powder when I
waan't looking. He dared Victor Flem
ing, the director, to pull the trigger,
which he did the pistol went off
with a terrific bang and flew 30 feet
out of hla hand."
Leggett could outfit a fair sired
army with the arsenal at his dis
posal. He has eight sub-machine
guns, In speclsl vsults, and a pair
of Schwarta aviation guns, the only
two In Hollywood,
TO STAY ON JOB

The Typographical union Sunday

The contract preclude participa

JOHNSON PLEADS
FOR MEDIATION
(Contlnueo from pags one)
ly for a general strike. Balloting of
other unlona progressed.
The public girded Itself for a gen
eral strike. Motorists were weaned
from gasoline aa supplies neared ex
haustion today. OH compantea said
they would hazard no more deliveries
to service stations. Emergency lists
were supplied.
The custodian of the blue eagle
smiled aa be said "I have been es
pecially requested to clarify section
7-A. I havs always thought," h
continued, "It was as clear as words
can make It."
He said the speclflo question put
to him was whother seatlon 7-A "rs-
qulrea or forbids a closed shop con
tract."
Opinion on Contract.
'It does neither," General Johnson
explained, "and a cloaed shop con
tract under a code would not be Il
legal, uut In the opinion of Donald
Rlchberg, our general counsel, and In
my own opinion, when an employor
comes to enforce bis closed shop
agreement by requiring as a condi
tion of employment that a man Join
a particular union not of that man's
choosing, the employer would be that
act be violating seotlon 7-A."
The general mention that "In say
ing this I am Just Interpreting the
written words of that statute and I
am not expressing any opinion on the
merits of cloaed shop agreementa."
He returned to the aubject of the
coaatwlde waterfront strike, without
mentioning it specifically, with the
declaration that "It la not good bus
iness. It Is not good Americanism, it
la merely madness to say that any
set of our people cannot sit down
around a table without violence or
bloodshed.
Strikes Never Profit.
"mrlkes are a neceasary evil, but
like wars, they never got anything for
anybody, unless It was bloodshed and
black eyes,"
Then he added "on the other hand
unwillingness of employers to sit
down at a table with representatives
of their .workers Is a rello of econo
mic barbarism."
Oeneral Johnson wsa applauded
often as time and again he pounded
a point home with military direct
ness. He smiled frequently and tol
erantly but seemed weary. He was
up before dawn at Salt Lake City
yesterday and had left by plane for
Portland that he might keep hla
scheduled progrsm to address the
Pacltlo Advertising Clubs association.
Mayor Carson Booed.
Young Mayor Joseph K. Carson of
Portland did not fare as well as
Johnson st the bsnds of the stadium
crowd. The object of many critical
statements from Isbor since the wat
erfront controversy broks on May 9,
Carson was booed and hissed wbea
he stepped to the speaker's stand to
welcome Johnson to tbe city. At last
cheers and lound clapping drowned
out the boos, and Oeneral Johnson,
slttfng on the platform behind Car
son, led the applause with lusty hand
dapping.
"The NRA has settled five threat
ened strikes of national scope," John
son stated, "and while strikes ars
happily no longer NRA's unwelcome
babies, Edward F. McQrady baa
aerved well In the NRA In all this
strife (the reference was to the Pa
cific coast strike) and I hope you
people will listen to him. Labor can
do so with both pride and profit and
industry can depend on him for Jus
tice and business-like decision."
Merits Not Discussed.
"In promoting the organisation of
Industry," Oeneral Johnson said, "ws
recognized that labor was slso en
titled to complete rights of orgsnlza
tlon." Ho finally dismissed the strike
stluatlon with the statement that
"I will not discuss the merits of the
conflict that has paralyzed your com
merce. That la In othsr hands. In
the keeping of the able men who
have been assigned the task of try
ing to restore peace, and work out
an equitable solution. I wish well
to both sides, I pray for peace and
I will do anything In my power to
restore it."
