NEW YORK, July 8. (AP) The
warm weather of tho last week stim
ulated various lines of retail trade,
said the Dun & Bradatreet weekly
trado review today. As against this
gain, the agency pointed out that
wholesale markets turned suddenly
quieter "and because of the holiday
shutdowns and seasonal- factors the

FEDERAL 1 FOR
WASHINGTON, July 8. P) A fed
eral grant of at least (500,000,000 for
public schools was advocated today
by the National Education association.
The association's annual conven
tion agreed to seek such a fund from
the next congress and asserted that
federal aid' should not carry with It
"federal control of the schools."
A proposal that money be dis
tributed to all school districts accord'
ing to the numbe. or students In
regular attendance and the lack of
other adequate tax resources waa
adopted.
The convention rejected a state
ment suggested by Its resolutions
committee, which said:
"The National Education associa
tion maintains that a government
that can appropriate nearly two bit
Hon dollars for military and naval
purposes would make adequate pro
visions for the support of public edu
cation." This was criticized In discussions as
needlessly offensive to the federal
government.
