the project because the huge bag will
be sensitive to the slightest breeze.
It has been announced that the take
off will be made from a hill-encircled
basin near Rapid City, 8. D., at dawn
on the first day after June 23 on
which there Is promise of excellent
weather.
The handling of the balloon In the
air will require the utmot skill of
Major William E. Kepner, one ot the
army's outstanding balloon pilots, as
well as the aid of Captain Albert W.
Itevens, who, although his part In
the flight la observer and photogra
pher, will at times be called upon to
assist In discharging ballast.
But there are problems of great
moment before the expedition soars
skyward. The Inflation of a 3.000,-000-cublo-foot
balloon has never be
fore been attempted. Hydrogen will
be piped Into the great mass of rubber-Impregnated
cotton cloth until It
begins to take shape and rises high
enough to permit the attachment of
the gondola and the making of other
final arrangements for the take-off.
The bag will take on the appear
ance of a mushroom head at the top
owing to the pocketing and expansion
of the gas. A long stem win extend
downward, due to gathering of the
folds of the lower, unfilled portion.
At this stage the large balloon will
be like an enormous Jellyfish stand
ing on a wobbly tall. Only about
10 per cent of the gas that the bal
loon could hold will be piped Into

pansion under the low pressure condi
tions of the rare upper air.
During inflation, a small balloon,
'Attached to a cable, will be sent up
and pulled around the bag. It will
carry a balloon expert who win in
spect the rigging, the folds In .the bag
and the seating of the valves at the
top. After the take-off an observer

whether the balloon Is functioning
properly.
The trained ground crew must be
on the alert every moment. Holding
such a large Inflated bag Is like hold
ing an enormous sail which Is diffi
cult to manage even in the slightest
breeze. The balloon will be started
upward with enough "lift" to make
sure that It win hurdle the enclosing
hills and cliffs before it Is caught
by surface winds.

under regulation T-l (I). This regula
tion prohibits "going or being upon
those portions of the national forest
which may be designated by the re
gional forester as acrea of fire hazard,
except with permit Issued by the local
forest officer, but no permit shall be
required of any actual settler going
to or from his home," The restriction
Is effective June 19 and will continue
until the end of the forest fire sea
son. This area, comprising about 13,000
acres, provides the water for the city
of Ashland, and It la especially Im
portant that the forest cover be pro
tected in order to Insure continued
stream flow.
The boundary Is being posted by
the forest service with "Closed to
Travel' signs at all road and trail en
trances. Members of Canton Siskiyou No. 16

Secretary Ickes today announced the
rescinding of 97 allotments for non
feJeral public work project and
warned 663 more In every state, ex
cept Idaho, would be withdrawn
"unless the recipients take imme
diate steps to get their projects under
construction with men on the pay
rolls at Job sites." .
The 97 totaled $8,317,043. The 563

Forbes, heiress to a toothpaste for

by her mother last night.
Mrs. Elizabeth Proidevaux said her
