ACT DISLIKED BK
PORTLAND, May U AP) A
special dlspatcn to the Journal to
day rant Washington D. C aald
that on the twwis ot report signed
by Secretary Ickes, "The department
of the Interior Is anything but cheer
ful over the Stan field act, under
which counties ot Oregon were to
be paid each yeur an amount eqnnl
to taxes lost on Oregon & California,
grant lands."
The report by JcXes was sent to
the senate public lands committee in
connection with- a bill by Senator
McNary to make annual appropriation
of money to the counties from the
treasury, without having It reduced
to whatever la avallatite In the spe
cial land grant fund from of
Jsnd or timber.
The Journal dispatch explained
that "because of slow sales the coun
ties last year received little more
than one-halt ot the former pay
ments,' -whereas the McNary hUl
wsAtM restore payments to the form
er level-.
The report Srom Jokes' office ob
i served that In normal years the av-
erage payment to Oregon Is about
9500,000, and concludes: "It appears
that even during the average good
year piactlcally k the receipts (from
ea.c cf land and timber, which the
department aaya it Is trying to t&cll
Hate) are required to defray the fixed
amount of money in lieu of taxes,
and considering the off years, when
there Is less demand for both land
and timber, it Is apparent that there
la no oppoTtnnlty for xelmbmaemtint
to the United States and that If this
poJicy continues uninterrupted, the
counties will in time have received
payments out of the United States
treasury far in excess of what the
land and timber can ever bring In
tne open marxet."
