SALES TAX NEED

First Period Not Main

There la a definite need In Jackson
county for the sales tax for school re
lief according to figures obtained at
the county court house, showing the
extent and rate of tax collections for
1934, which reveal that collections
are not coming In at the rate Indi
cated toy opponents of the tax.
The rate at which taxes were ap
parently coming In during the first
tax payment period la misleading, for
It la not being maintained, the fig
ures show.
The total-amount to be collected In
1034 la $1,408,013. The total collected
up to the end of March was 6398,548.
The total amount paid In full, $301,
953.41, the amount paid In partial
payments, $96,594.59.
Cream of Crop In.
During the first period a number
of large tax assessments were paid
In full. They represent the "cream
of the crop," and will not be coming
In again to make up the delinquency.
Of the 9398,000 collected on the 1933
taxes during the first period, $128,000,
approximately one third (32 per cent)
of the total, was paid by three prop
erty holders. Indications are that
taxes from the small holders are com
ing In slowly.
This realization leads to another
Important factor to be considered, the
proportion of assessments that have
been paid In full during the first
period. The following figures show:
Total number of real estate owner
ships In the county 14,000.
Number paying partially or In full,
6453.
Number paying in full. 8143.
Number making partial payment,
3310.
Of the total 14.000 aeparat owner
ships, who should have made some
payment, only 89 per cent have paid
partially or In full. Of these 3143
or 22.5 per cent was paid In full and
2310 or 16.6 per cent paid partially.
Sixty-one per cent made no payment.
Payments Blow Up.
During the first 63 daya of the first
quarter of the assessments paid, 69
per cent were paid in full. During
the corresponding 63 days of the sec
ond tax paying period, up to May 8,
of the assessments paid, only 46 per
cent were paid In full, showing a
definite decline with the advancement
of the season, that Is, approximately
one-fourth more assessments were
being paid In full In the first period
than In the second period. And this
slowness In paying Is seen In spite of
the three per cent rebate offered
under the new law.
Those persons and companies, which
have paid In full, will not pay again
and the number of full payments
were steadily decreasing near the end
of the last period.
At this rate a decrease for each of
the succeeding quarters la the natural
expectation. The first to pay were
the ones, which are always the first
to respond to the call, and the ones
which usually do pay In full.
Their taxes having been paid, the
problem of delinquency la not les
sening. Up to the end of March there
was a delinquency of 39 per cent for
1932 still on the books, and a delin
quency of 31 per cent for 1931,
The total of taxes charged on the
1932 roll was $1,332,343. The delin
quency to the end of March was $514,-
621. The total on the 1931 roll wae
$1,425,461. The delinquency for that
year up to March, 1934, waa still $431.-
399, the figures on file at the county
court house reveal.

department of agriculture, today an
nounced completion of the commit
tee for the rerlalon of the Oregon
egg law. The first meeting of the
committee haa been called for Tues
day, May 16, at Portland.
The committee consists of E. L.
Mart lnd ale of Portland: Fred Cocke 11
of Milwaukle; Mtsa Edna B. Reed of
Portland; O. O. Keeney of Portland;
C. W. Norton of Portland; E. E. Eggl
man of Beaverton,- and F. E. Fox of
Corvallls.
