ROOSEVELT SIGNS PHILIPPINE INDEPENDENCE BILL

Baroness Bousequet do Wagner, late of Vienna, and self-proclaimed
"empress" of the Isle of Charles in the Galapagos group, 600 miles
off the coast of Ecuador, with one of her "subjects." She arrived there
a year ago with three male companions, one of whom is shown with
