leading University of Washington

RULE CHANGE INCREASES
VALUE OF FORWARD PASS
By Dillon Graham
ATLANTA, Feb. 13. (AP) The
value of the forward pass as sn of
fensive weapon In football was In
creased today by the removal of two
penalties which had curbed the use
of the aerial bomb.
The national football rules com
mittee, in Its annual meeting here,
lifted the touch back penalty on the
first forward pass thrown over the
goal line and -eliminated the five
yard forfeiture attendant to t second
successive Incompleted forward pais.
The first alteration In the rules
for 1034 takes away the heavy fine
for failure to complete a pass over
the goal and probably will result in
many more of these daring scoring
plays.
Except on fourth down, such an
incomplete pass will result only In
the cost of a down and nt a touch
back and the resultant loss of the
ball. The touch back feature has been
retained for use In the event of a
second Incomplete pass over the goal.
This new rule Is intended to add
strength and versatility to the of
fensive's team attack within the 16
yard lines. The widening of the de
fense to protect against the addi
tional passing threat should also aid
the running game of the attacking
elevens. . - ,
Another action of the committee
was to re-define the punt, so as to
allow one player to hold the ball for
another to kick It. The use of two
men in the execution of a punt gen
erally la only Involved In the quick
kick. Heretofore, the player holding
the ball was required to release It
before the kicker had made contact.
The change Is expected to bring
about better and more accurate
kicks.
Another step to reduce injuries
from the game was taken In prohib
iting the use of shoe cleats made of
materials liable to chip or fracture.

PANAMA CITY, Fla. (AP) You've
got to be a good shot to hunt with
this dog.
If you're not, he'll turn up his

own fault!
Bob Scaly, who runs an Inn here
between hunts, tells the story. Bob
does everything he can for his guests,
even loaning them his best bird dog
for hunting. '
"The first day he went out with
some folks from the east. They had
been gone about an hour when the
dog came b ;k and sat down to rest.
He had a plumb disgusted look on
his face.
"The next time, he went out he
was gone not more than 30 minutes
before he showed up again to rest.
"When it happened again, I Inves
tigated. That dog was showing up
my guests.. He was taking them out
and finding birds. If they missed as
many as three times he was leaving
them and coming home.
"He wouldn't have anything to do
with a poor shot. I sent blm out
with some good hunters and he stay
ed all day. But somehow I seemed
to have more poor shots than good
shots as guests."
