land, he said, have gone Into the
liquor business practically exclusive
ly. In a way far removed from the
realms of "prescription" druggists.
"No attention has-been paid by
the.se druggists to the regulation re
cently issued by the commission bar
ring window displays of alcoholic
liquors," he declared.
"More than that, they have bern
buying bootleg liquor brought In by
trucks, not even buying from whole
sale dealers who have been attempt
ing to clear out stocks on hand prior
to the date upon which the commis
sion will open Its stores and agencies.
Places Known.
"The commission knows which
places have ben carrying on these
practices," Sammis continued. "They
are going to be compelled to apply to
the commission for prescription li
censes under the state, law.
The commission will bear in mind
those who have violated the Intent
of the law, both state and federal,
when It comes to granting licenses
to these places."
A bulletin issued by the Oregon
State Pharmaceutical association here
said that "rumor Is current that re
tall merchants 01 Oregon have ben
purchasing non-bonded liquor from
bootleg sowcea. The possession r
sale of contraband liquor Is not only a
violation of federal and state stat
utes, 'but Is repugnant to the spirit
of fair play, since offenders avoid
the payment of liquor taxes so neces
sary to relieve the present economic
situation."
Heavy Fines Walt.
The bulletin pointed out that the
offense under the federal statute calls
for a fine of not less than $200. nor
more than $5000, and ' Imprisonment

the most versatile students in the
school.
JTarold Grove brings to the cast a
wealth of glee club work and has
played prominent parts in "Pinafore."
"Oh, Doctor" and a number of other
operas in the local schools. Harold
is president of the senior class and
for the past year has been the ath
letic publicity agent for the high
school. He is also a member of the
order of the "M" and has taken an
active part In football and basket
ball. As a member of the Dramatic
club and the Commercial cUid he has
made himself well known in student
offairR.
In the opera, Grovo plays the part
rf the Mikado, who represents the
emperor of Japan.
"The Mikado" is one of Gilbert
and Sullivan's most famous comic
operas. It portrays the life of the
Japanese people and their quaint cus
toms. The plot revolves around the
proclamation Issued by the Mikado
which condemns to death any person
( unless connubially linked caught
flirting, by beheadlnn. Very cleverly
woven rn with this bloodthirsty dec
laration Is a typical Japanese love
story between the Mikado's son and
a village maiden who is Just home
from school.
The opera Is progressing rapidly
and will be ready for the public
some time toward the latter part of
February.

tained, It was revealed here by Sup
erintendent Rice.
His statement followed complaints
that certain Incompetents are on the
teaching staff of Portland schools,
reported by Directors Kenln and Sa-
bln yesterday.
Kenln said there are some mem
bers on the school staff who have
been known to boast that they are
so firmly entrenched because of
"pull" that they can't be ousted. It
will be these, the directors said, on
whom the board would like to oper
ate If Incompetency Is proved.

of reports that strange monsters are
cavorting about the seaa within eye
shot of witnesses, continues to add
variety to the daily news headlines.
Following reports from various
areas of the sea that gigantic sea anl-:

bow to modern society, natives of the
Loch Ness region of Scotland are astir
due to .he reported appearance in
the lake of an "amphibian monster.",
Some witnesses have asserted that
they found strange four-toed tracks
on the soft shore.

"Affidavits describing strange elon
gated gollaths of the sea have been
sworn to be seamen and tourists who
have witnesses the movements of 'sea
serpents.' or have 'seen their foot
prints on beach sands. But scientists
are Inclined to explain the reports as
misinterpretations." says a bulletin
from the Washington, D. C. head
quarters of the National Geographic
society.
"Down through the centuries, gi
gantic sea serpents have stirred the
imagination of man. Some scientists
hold that though there may be huge,
ugly monsters somewhat similar to
those of legendary fame of which
they have no knowledge, there are
none known to them existing today
that exceed in size the creatures of
which they have a record.
Eye Witnesses Deceived.
"Sharks, basking in the sun on the
surface of the sea nave led to weird
sea serpent tales. Sometimes swim
ming In pairs, one behind the othr,
at a distance they lose their real
identity and an observer can easily be
led to believe that the two fish are
really one monster. Sea serpent scares
which have been Investigated als;
have turned out to be masses of sea
weed, schools of cavorting porpoises
or tuna fish, groups of playful sea
Hons, and even swimming groups -f
ducks.
"Ribbon or Oar fishes of the Medi
terranean, some of which are 30 feet
In length, have also stimulated the
sea serpent tales. Nemertlnes (sea
worms) which measure up to 45 feet,
and giant squids 50 feet long, bcth
of which are unamlllar to most lay
men, have deceived people along the
Atlantic coast of North America and
the countries bordering the North
Sea.
"Caddy" Was Seen.
"Despite the unwillingness of sci
entists to accept the modern version
of the fabled sea brpent, It Is a mat
ter of record at Prender Island. Brit
ish Columbia, that a Canadian court
has recognized the existence of 'Cad-
borosaurus,' a sea serpent asserted to
have been seen by many observers In
the last three months. A citizen of
British Columbia recently signed an
affidavit before a Juitlce of the peace,

trails being broken by washouts and
slides, 14 employe of the Cascade
mine in a forest wilderness 15 miles
east of North Bend, Wash., have gain
ed sustenance literally through food
from the skies, it became known to
day. The men have been Isolated In their
mountain fastness since November so
an airplane circles the camp at regu
lar Intervnls, dropping food.
One employe set out for the camp
In December and is believed to have
died from hunger and exposure after
apparently becoming lost in the
densely wooded district.

United States gold stock continued to
grow today, reaemng a new high of
47.030.146.124.
This half million Increase over the
preceding day's figure also was re
flected In a pain of the government's
profit on dollar devaluation from
$3,805,730,439 to 42.805.956.014.
The profit Increase Indicated that
most of the new gold received was
that coming from hoarded metal, for
which the government still pays the
old price of 420.67 an ounce.
France Watched.
Treasury officials were Interested,
but would not comment on develop
ments tn Paris and what effect they
may have on world money condition
The prevailing opinion was that.
should disturbances create public
sentiment in France, the French peo
pie might seek to demand gold for
hoarding and create a condition sim
ilar to that which existed In the
United States a year ago.
Such a development, if It reached
major proportions, would force France
off gold. In the opinion of treasury
experts, and create new chaos In world
money conditions.

As viewed by some treasury offic
ials, the situation was In the hands
of the French people and not of any
foreign government.
So far as could be determined, the
United States government was not
wielding its 92,000.000.000 stabiliza
tion fund in foreign exchange mar
kets and was holding gold purchases
to offerings made in this country.
Meanwhile, government expend!'
turcs on this fiscal year's emergency
recovery costs today passed the two
billion dollar mark.
This leaves more than $5,000,000,000
to be spent between now and June
30 to equal budget estimates of 67.
