In its formal report, the appropri
ations committee admonished the

lief measures are not a permanent
policy of the federal government,"
and added:
"They are temporary and only the
extreme emergency Justifies them.

direct aid furnished by the civil
works program as supplemented by
state and local money and the fed
eral emergency relief administration
activities, It provides relief for 7,
000,000 famlltes representing 25 to SO
million people."
The committee said It was of the
opinion that the civil works fund
"should be confined to state and lo
cal projects except In such cases aa
It may be necessary to allot funds
to some federal agency to admlnlrter,
super-vine, inspect, etc., the execution
of work on state and local projecU."
The administrator testified as head
of the federal relief organization that
last March there were 4,560.000 fami
lies In the United States on public
relief rolls representing "something
over 20,000.000 people, or one person
out of every six."
Relief Bolls Cut
The number of families on the
federal relief rolls In December, he
aid, had decreased to 2,650,000.
"Suppose you reach May 1 and
the number of people you have em
ployed on your civil works rolls has
Increased and you find a consider
able decrease on your relief rolls,"
Chairman Buchanan (D., Tex.) asked-'
"To stop your civil works would nec
essarily throw those same people
back on your relief rolls?
That la right." Hopkins replied.
"We might extend civil works a little '
longer. My own thought would be,
however, with a fund of this sire,
you could not possibly keep thla
running all the time between - now
and next winter: that you would
either diminish It sharply during the
summer time or demobilize It en
tirely during the summer time.' It
will reach a marked decrease In num
bers. Decision Later

ministrative decision as to precisely
the method that will be adopted. It
will be done on a realistic basis and

tional economy."
Hopkins said that many people
who needed relief .had been ashamed
to ask for It until the CWA was
created last November by President
Roosevelt.
In describing the situation, he
satd:
"A strange thing happened In con
nection with work relief. We had
been taught to believe In the study
of the poor laws that the way to
get people off the relief rolls Is to
offer them a Job, because If you give
them work they will duck and run,
and they will not want any relief.
Fine People Apuly
"Well, Just the opposite happened.
We found that when we started work
relief many people, fine people, who
could not come to us for direct re
lief, would come for work relief, be
cause they said It was a Job."
Speaking of charges of political In
terference and graft,- in some esses
of which prosecution has been or
dered, he said, the number of per
sons ".who have been implicated in
graft Is very small, although it looms
very large In the public's mind."
"I may have made a mistake In
kicking a lot of this stuff outdoors.
But, I do not like it when people,
volunteers working for us, finagle
around on a project out of which
they are making money through the
back door."

DELIVER REPORT
The grand Jury, Thomas V. Bell.
Jr., of Talent foreman. Is scheduled
to make Its report to the court to
morrow morning. Its labors were
completed late yesterday afternoon.
The grand Jury has been Investi
gating the 'Dhack case" and was
Instructed by the court to mak a
report upon It. Ten dayi have been
devoted to the hearing of wltneuea
and reviewing Vie evidence In pre
vious 'rfrand Jury Investigation. Cir
cuit Judge H. D. Norton, who has
been holding court in Josephine
county, will be here tomorrow to re
ceive the report, and any indictments
the grand Jury may return.
Besides the Dahaclc matter, the
grand Jury investigated a down or
so criminal matters, ranging from
larceny to iwe threats with deadly
weapons. A number of non-aupport
cases were also heard.
The prcitent seulon of the grand
Jury has been In session for about
three weetu. The Jury was fhfcf
drawn about a year ago.
