C. It. Bowman, county acftool su
perintendent, nu tent the following
tttement regarding the ulea tax, to
school boards In his district:
To School Boards,
Jackson County, Oregon, (
Gentlemen: There are enclosed
herewith two Important circulars
which should be of vital interest to
your board and your people at this
time. We are aaklng that you read
this letter to your board at Us first
meeting and also that you take time
enough to go over carefully the ex
planation of the sales tax given In
question and answer form on the six
yellow sheets that are enclosed. Your
attention Is called to the last one
or the sheets upon which is a clear
diagram of the present method of
raising school money. You will note
by this diagram that at present It
la Impossible to get 08 per cent of
money now required for running our
schools In any other way Vian by a
tax on real and personal property.
The state legislature has offered the
schools the sales tax which will re
lieve property about 80 per cent of
the 'present school tax. This sales
tax law doea not In any way change
or weaken our present machinery for
raising money by taxation. It does
shift part of the load of taxation on
to Vie shoulders of people who have
not heretofore paid taxes and whose
responsibility to govern is no lees an
obligation than Is the responsibility
of a property owner.
This office wishes to state emphati
cally that If the sales tax Is referred
to the people at the May election
and la defeated, many of the schools
of Jackson county will be unable to
run next year and many that do
try to run will Involve their districts
In debt. !
The w,hlte sheet enclosed shows I
what the sal tax will do. Your I
attention Is especially called to the
last two columns. The amount indi
cated In the column next to the last
one Is the tax per 100 ftssesned valu
ation you will pay on account of the
county and district school tax, If
the aales tax DORS NOT CARRY. The
amount opposite In the last column
Is the amount you will pay If the
sates tax DOES CARRY. You can
readily estimate In dollars and cents
your tax saving under the sales tax
plsn oh your property tax by multi
plying the difference bewe these
two amounts by the number of hm
dred dollars at which your property
Is assessed.
We urge you to take the Initiative
In your district to get the matter
clearly and definitely before your
voters. This Is not a matter of
whether or not you favor a sales tax.
ft is a matter of accepting the only
thing Immediately at hand that can
keep the schools of our county open
and able to pay their way next year,
' Very sincerely,
C. R. BOWMAN, ,
County School Superintendent.
