bus and truck bill Introduced by the
Joint highway committee passed the
bouse late yesterday with only five
dissenting votes,
Apparently weary of arguing the
contentious measure, no members
objected when debate was cut Viort.
The sentiment appeared to favor
sending the measure to the senate
for any further amendments,
Those voting against the bill on
final passage were Oraham, Hilton,
Lang, Snyder and Ryan,
For Old Age Pension Plan
Representative Oleens' measure to
create an- old age pension fund by
requiring employer and employe to
each pay 1 cent a day was passed
by the house. Payments will be re
mitted monthly to the state Indus
trial commission, which will prorate
them to counties on the basis of ap
proved pensioners.
A senate bill to permit reorganiza
tion of a bank by vote of two-thirds
the stockholders and holders of 76
per cent of the deposits passed the
bouse after a crisp debate.
Veto Sustained
The projected federal supported
flax development of t&e Willamette
vallley entered discussion of vetoed
senate bill 11. The governors' veto
was sustained, thus breaking the
chain of vetoed senate bills over
whelmingly passed In both houses.
it was a bill prohibiting sale of
prison made goods. Representative
t Bnedlcor said the bill has already
been adopted In 17 states and that
Oregon prison made goods. Including
flax products, are thus not eligible
for sale In those states,

op posed adoption of the bill now lest
it dampen federal ardor for assist
ing in Oregon's flax development.
Favor Teeth for Kidnap Law
Senator Ghtnnock's bill to stiffen
kidnaping penalties was approved In
the senate. The measure would make
kidnaping with Intent to extort
money, punishable by at least ten
years' Imprisonment. The present
law la silent on the extortion phases.
The customary "gag" rule for wan
ing sessions appeared In the house
yesterday. The resolution adopted
limited the opening speaker on a
measure to 10 minutes and all others
to five minutes.
Milk BUI Passes
Senator Ireland's milk utilities bill
squeezed through the senate on a
16-to-11 vote with three absent. The
bill provides for creation of a milk
control commission and regulation
of the milk Industry. Price fixing
and power to dispose of surplus milk
were authorized In the measure,
which now goes to the house.
Senator Dunne led the fight for
the bill, declaring It would stabilize
the milk Industry In Oregon and
save thousands of dairymen from
financial ruin.
Senator Spauldlng charged the bill
was unfair and discriminatory and
would operate In the Interests of the
distributors rather than the produc
ers. Senator Brown said the bill
was unfair and would cost the pro
ducers 18,000 a year.
Refer Home Rule
The home rule provision of the
state constitution would be referred
to the people under a senate bill
passed by the senate and sent to the
house. T,he senate approved Senator
Dickson's bill to submit to the peo
ple a provision that agreement of 10
Jurors Is sufficient far conviction In
lesser criminal cases, ,
The senate passed a memorial urg
ing the president and congress that
43,000,000 be allowed for Bonneville
dam, part of the amount to be used
for construction and power transmis
sion lines. The president was also
urged to give preferential considera
tion to granting additional lumber
production quotas where It would
assist In the salvage of burned-over
timber lands.
Other senate bills approved by the
senate provided:
Partial payment of taxes: Invest
ment of asseta of building and loan
associations and savings and loan
associations In bonds Issued by the
Home Owners' Loan corporation; and
authority for the state treasurer to
contract for Interost on dally bal
ances of state money In banks.

men are working on Jackson county
roads under tie civil works admin
istration plans, according to County
Engineer Rynnnlng. Tomorrow the
county expects to have another de
tachment of workers scheduled to
start on road work south of Med ford,
north of Med lord and In the Eagle
Point district.
About 100 men are employed un
der the CWA plan on general im
provement ffork in the Irrigation
d W ricu.
During the Christmas school va
cation rvn will be dispatched to a
mi mix? r of country school houses for
painting, carpentering and general
repairs. This will Vusble the work
to be dons without conflict vita the
school sessions. Some of the school
houses are in need of painting, some
need carpenter work.
