mile equal to that of the states ot
Michigan, Wisconsin, and Minnesota,

And settlement on public lands whji
made easy by homestead, by pre-emption,
and cash entry, a squatter's
right waa the strongest claim to be
had to publlo land. When a home
aeeker built a cabin and moved In.
the law protected him until he could
complete his entry.
On my flrat trips to the coast from
Michigan to locate timber tract for
eastern lumbermen, on every road
leading west the old covered wagon
rumbled along. The first blow to
settlement In Oregon came when tha
forest reservea were formed. Then
the policy of the land commission of
the railroad grant lands to sell Its
lands for $2.R0 per acre waa changed
nnd the land withdrawn from sale,
the pre-emption and cash entry lawa
were repealed, the aquatter'a right
waa no longer recognized, many
homesteaders had their clBlms con
tested by the forest aervlce, and tha
home seekers turned north across tha
border and settled in Canada by tha
thousands and were welcomed there.
What the coast states lout, Canada
gained,
Then came the agitation to cancel
tha patenta to the railroad grant
lands, and open them for homestead
entry. After much litigation they
were revested In the government, and
the timber was cruised by the govern,
ment and where there was not mora
than three hundred thousand feet of
timber on forty acre It was listed for
homestead entry and could be ob
tained In no other manner. The land
cruising more than that amount of
timber was classed aa timber land
nnd the timber to be sold at auction
for cash with ten years time to re
move. When sold the timber goes
on the tax roll until removed, after
which these lands are open to home
stead entry. The unfair point In this
la that the homesteader has to pay
tha government 2.60 per acre for the
land, but after all It would gradually
put settlers on these lands and re
nt ore them to the tax roll. Many
homes have been made on these
lands.
Then came the bill, put through by
Representative Hawlcy, to enable any
lumberman to buy the timber from
these homestead lands before they
were filed on. Thla was a bad bill
for Oregon, and now there Is a move
ment to take all of the revested rail
road lands and add them to the for
est reserves. Thla will practically end
settlement on public lands In western
Oregon.
In Oregon as a whole less than 43
percent of the land In the state can
be taxed and governed from Snlem,
and many counties have less than 30
per cent, white more than 58 per cent
la governed by political bureau at
Washington, and every year our repre
sentatives at Washington put bills
through extending the reserves to
take in thousand of acres of Oregon
lands.
Then there Is the forest exchange
law, the most stupid and vicious law
ever In force li. any timber country,
by which every year In Oregon thou
sands of acres are taken off from the
ttix. roll and put In the forest reserves
and these taxes have to be made up
by the home, ranch, and property
owners of the state, and the privately
owned lands In Oregon are rapidly
growing leas under the present land
grabbing policy of the government
bureaus at Washington. In Oregon
If a squatter aettles on any govern
ment land It gives him no previous
right; If he settles on farm land In
side the forest reserve he Is hustled
off to jail.
Forest reserves u act aside by
Presidents Cleveland and Roosevelt
wa the proper way to conserve the
forest, but the extension of the then
forest boundaries to take over moat
of the lands of Oregon and the ex
change law to take privately owned
land off the tax roll and put it tn the
forest reservea leave no chance for a
population like the sovereign states
