Washington hat put on brave
lace u It contempiatea wnat is nap
penlng In Cuba, but underneath there
la much real concern.
Ordinarily, government overturna
!n Latin America do not greauy -cite
even the atate department. They
have come to be accepted aa a part of
the natural course of evenla, like
ntria in tha hAad and minor traffic
accldenta. No one really hopes to do
much about tnem.
On cauae for worry la that the
Mvniiitinn which overthrew the new
de Ceapedea regime, and the eventa
which have followed that overthrow,
taught the Washington government
that It knew less thaa It thought It
did about the ina ana ouis or uuoau
political currenta.
Thla nrhnla nw nhflRit of Cuban
affairs baa been a terrific shock to
state department officials, wno
thought Ambassador Welles bad done
a magnificent Job In Havana and,
wftn tha nld Mnehada reslma aafelV
eased out, could coma home with
everything rosy.
American military men were sur
prised, too, to find that the Cuban
army, which had acquitted Itself so
well during the Machado crista, was
so deeply permeated with dlacontent
and even organized revolt.
But the greatest shock of all waa
the realization tha,t communist groups
had had and atlll have so large a
band In the situation.
There were other considerations not
mentioned In any ol the official an
nouncements. In everything they have done,
American officials have given the Im
pression of thinking once of Cuba
and twice of the rest of the world
particularly the rest of Latin America.
Mr. Roosevelt hns been especially
anxious that his "good neighbor" pol
icy strike exactly the right key-note
In this first test.
On the one hand, tha president's
advisers considered it extremely Im
portant that Cuba's sister republics
understand the big neighbor to the
xiorth would conduct herself with re
straint, and would not cross their
threahholds forcibly except aa public
erder required It.
On the other hand, no one In Waah.
Ington wanted to give Latin America
the Impression thst the Roosevelt ad
ministration hod gone paclflat, or
that the United Statea marlnea had
folded their tents and dlsbsnded.
It baa been a delicate task to steer
k course which would give these
neighbors Just the desired notification
that the United States haa Its heart
in tha right place, but packs a punch
for emergenclee.
Officials do not talk about It, but
there la no question they also have
been thinking of the Impression cre
ated aa far awny as Tokyo.
Jspanene statesmen, In Informal dls.
cusslons with American diplomats,
undertook during the latest far east
ern crisis to Justify what Japan was
doing In Manchuria by what the
United 6tatca bau been doing In Latin
America.
However open to dispute that par
allel may be, Washington baa been
anxloua to give no further encourage
ment to such an argument If It could
be avoided.
All In all, the problem baa bulked
so large In official attention at Wash
ington that at tlmea It almost over
shsdowed the NRA and that Is esy
lng a great deal.
