RIO DE JANEIRO AP) The po
sition of American business In Brazil,
about to be strengthened by a reci
procity trade treaty, already has ex- i
perlenced considerable Improvement
through the cheaper dollar and a
stronger mil rots.
The outstanding Indication of the
trend was a recent order by the
Paullsta railway company of Sao
Paulo for 40.000 tons of American
rails, the biggest order In several
years. When the depression and ex
change tightness were most acute,
Europe got what rati orders were
placed.
Brazil's Coffe is Key
Dependent to a large extent on
American coffee purchases, Brazil
frequently has expressed it Inten
tion of giving the United States con
cessions In return for Its .coffee mar
t ket. The United States for years has
beld first place In exports to Brazil,
but the balance. In favor of B azll is
about three to one.
Rising coffee prices in the United
States, enabling Brazil to strengthen
the mllrels without decreasing the
mllrels value of exports, raised this
country's buying power.
The exchange tightness here has
eased since the government In June
completed liquidation of a London
credit of about 932,500,000. and then
made arrangements gradually to thaw
frozen foreign money.
Pound Balances Dollar
The cautious, steady policy In
strengthening the mllrels In relation
to both the dolUr and the pound was
Indicated during recent dollar fluctu
ations abroad.
For many months the exchange
monopoly had the mllrels pegged to
the dollar at 1SJ mllrels. When the
dollar went off gold, It continued to
be quoted at 18.3, and official quo
tations for the pound were strength
ened. When the pound reached 60 mll
rels, however, and the dollar weak- !
ened, the pound was held steady !
and the dollar declined slightly. Then !
when the dollar gained a trifle, the
dollar held steady, and the pound
rate was decreased.
With the paper mllrels a trifle
stronger, the price of the artificial
gold mllrels, Used to calculate tariff
rates, was dropped slightly.
Money Bootleggers Hit
No one factor was pronounced, but
the combination of the cheaper dol
lar, the stronger paper mllrels and
the cheaper gold milrela meant a
good deal.
The dollar was selling on the boot
leg market at twenty, not so long
ago, when It was quoted officially at
13.3. When the dollar was quoted
officially at IB 83 mllrels. It was sell
ing on the bootleg market at 18.6.

SALEM, Ore. (UP) Oregon has
declared war on marihuana the na
tion's "depression narcotic."
The use of marihuana clgarets has
Increased so rapidly, that It has be
come a national drug menace. Ore
gon's problem is emphasized because
It Is near Callfornls, one of the larg
est marihuana producing states.
Marihuana, state police report, Is a
hard-tlmea drug. Production coat It
alight and there are no amuggllng
expenses. A 25-cent clgaret made of
the marihuana flower offers the
smoker three hours of exhlllratlon-
and aeveral houra of the not-so-pleasant
after effects.
These "after effects," Incidentally,
Include loas of power In the limbs,
rapid pulee and slow respiration fol
lowed by catalepsy and convulsions
when used In large quantities.
The trouble maker Is a tall plant
with slender stem, long spiny leavee
and narcotic-bearing blossoms. It la
identical with Indian hemp In ap
pearance and effect. ,

Oregon will toon be In step with
th nation-wide movement to abol
Itn the poor house.
Making effective old-age pensions
ha mad more progress In the last
year and k half, than at any time
during any similar period In history
of the oountry.
Oregon was on ot nine states
wnicn enacted an old-age pension
law tine January 1. Other states:
Arizona, Arkansas. Indiana, Maine.
Michigan, Nebraska, North Dakota,
and Washington. Oregon's law, how
ever, doe not go Into effeot until
January 1, 1934.
In 1932. 17 staves distributed 122,-
616.004 In old-age pensions, and as
sisted 102.537 persons, an Increase
of 86 per cent since 1931.
Mora than 18 times at much was
paid out In old-age pensions last
year, a In 1930. The number ot pen
sioners increased tenfold between
1930 tnd 1932.
Federal statistician! reported to
Oregon officials that the average
monthly pensions In 1932 waa HB.ai,
compared to 116.09 In 1931. In no
state did th average pension grant
ed equal the maximum allowable un
der the law.
Th coat ot th pension system per
Inhabitant last year averaged 74
cents, ranging from three cents In
Maryland to 11.38 In New fork. The
average ootta for pension states In
1931 was 64 cents and the range
was from alt cents In Maryland to
95 cents In New York.
New York waa in the lead laet year
among th states In th amount
paid la pensions. California and Mas
aachitsetta followed closely.
T.he number of aged given assist
ance Increased in 1932 In every state,
except Maryland and Nevada. Largest
increase occurred In Colorado. In this
stat, desplt the faot that the num
ber ot pension -pay tng counties fell
from seven to tour, the number of
pensioners more than tripled.
During recent years, the trend In
old-age pension legislation was to
mako adoption of the eyatem manda
tory upon th count). At end ot
1932, nine of the 17 laws were man
datory and two other had been
amendou to become compulsory at fu
ture date. Oregon a well as th
other eight state which passed laws
this year, made adoption of th sys
tem compulsory upon the counties.
Another trend during th recent
year was toward providing for atate
aid for pensions. At end ot 2933, tlx
state provided tor state assistance,
two to th extent of one-third, two
to ont-half, on to three-fourtha,
