winter, waa evident among dally
newupapers of the state today.
At a meeting In Portland Tuesday
In which Governor Julius h. Meier
called In legislative leaders, .tax au
thorities, heads of relief organisa
tions and chairmen of olvlc organi
sations, the special sales tax appear
ed to be the only plan through
which the money, admittedly neces
sary, could be raised. The governor
said be would sound out public
opinion through the press and other
channels before making his recom
mendations for a spectal session.
Press Tolled
The Associated Press undertook a
survey of Oregon's dally newspapers
to learn the viewpoint of the press
at this preliminary stage of the dis
cussion. The MORNINO OREOONIAN en
dorsed the special sales tax aa the
only reasonable source of revenue.
The CAPITOL JOURNAL at Salem
announced It would support the plan
and the Oregon Statesman of that
- city stated editorially today that It
will not oppose the special sales tax,
although It believes the suggestion
will be futile. That paper believes
Governor Meier should have called
known antagonists of the sales tax
to attend the meeting Tuesday.

The LA GRANDE OBSERVER stat
ed that "The recent election proved
the publto is overwhelmingly opppos
ed to the sales tax, and any attempt
to foster the same tax through forc
ed legislation should be opposed to
the last letter. A special session,
however, could do muoh, If It would,
to right the laxities of the last ses
sion, and there must be some ade
. quata regulation of the liquor situa
tion." Th BAKER DEMOCRAT-HERALD
Is of much the same opinion, al
though endorsing a apeclal session to
deal with unemployment relief, liq
uor control and any other subjects
that demand Immediate attention.
"We will not support a plan, for levy
ing a salea tax," this dally said, "be
cause the people have Just said by
an overwhelming majority that they
do nut want a sales tax and wo think
their views should be respected In
asmuch as It la their government.
We did not oppose a salea tax at the
July election, and we would not op
pose It now but for tii manifest de
termination of the people not to ac
cept It. Its enactment by the legis
lature would In all probability be
followed by a referendum which
would plunge the state's financial
affairs Into further chaos."

Both papers approved the general
sales tax for property tax relief at
the special election.
The MEDFORD MAIL- TRIBUNE
favors calling a special session of the
legislature to provide funds for un
employment relief and for the regu
lation of liquor. In anticipation of
repeal of the 18th amendment. It
believes, also, that "opponents of the
sales tax should present their alter
native to the sales tax In detail be
fore the session Is called, or admit
they have no plan."
At Koseburg, the NEWS REVIEW
feels that, In view of the overwhelm
ing disapproval of the general sales
tax at the last leectlon. "such a
measure should be a last resort in
raising funds to relieve unemploy
ment." The paper said It would ap
prove the sales tax "only If and when
It Is found that no other plan can
be successfully carried out."
The COURIER at Grants Pass op
posed what Is described as a "politi
cal "buildup"' for a special, legisla
tive session and a state salea tax,
and called on the Josephine county
delegation to Institute and support a
"county first" drive.
Tho EUOENE REGISTER-GUARD
says: "If we adopt a defeatist atti
tude we might as well quit now. The
political dangers of a special session
are tver present. The dangers of
continued drifting are greater. Every
property owner and ever parent of
school children knows the present
crista in state and local finances is
a real one. The suggested sales tax

private haulers under the Jurisdiction
of the commissioner of public util
ities and nullified the authority of
that official to fix rates, prescribe
forms and accounting, issue permits,
require surety bonds, require period
ical reports on demand, prescribe
safety precautions, promulgate traf
fic rules to relieve congestion require
triplicate receipts for certain ship
ments, prescribe class distinguishing
emblems, conduct bearings for new
contract csrrler applicants, and to
require copies of contracts on de
mand. He did not tlecl&re Invalid the pro
visions of the law respecting fees to
be paid for use of the highways; but
the invalidation of the enforcing ma
chinery Is deemed to leave the fee
provision of doubtful force, In the
opinion of observers here.
