chief, said today the penalty pro
visions of the law were Intended only
for "recalcitrant minorities." but th
they would be used fully when neces
sary. At the eame time, the administra
tor told newspapermen that the "In

adding that it has "covered the coun

Open Shop Stickler.
In addition to the absence of Ford
from the list of manufacturers sup
porting tbe code, Interest in the bear
ing centered upon its labor provi
sions declaring in favor of the open
shop.
The code provides wages of 40 to
43 cents per hour for factory work
ers, depending upon the population
of the city In which they work. Maxi
mum hours are stipulated as 48 In
any one week, with the average not
to exceed 35.

IN DISAPPEARANCE
PORTLAND, Aug. 18. (AP) Police
today redoubled their efforts to flud
Arthur B. Blanchard, 45, missing em
ploye of the Mountain States Power
company at Albany, when they were
told by an automobile renting agency
here that Blanchard rented a machine
Saturday night and that It has nut
been returned. ,
Blanchard left his wife here Satur
day evening, telling her he had an en
gagement with a stamp collector. The
automobile company said that not
more than IS minutes later he rented
the car, saying he would need it three
hours. His wife said he told her when
he left that he would return within
an hour.
Early this week Blanchard 'a package
of stamps and airmail envelopes were
received in the mall, addressed to
him at Albany. A note accompanied
them, signed by R. O. Pack, who said
they were recovered near the Oceanic
Steamship terminal here. They had
been In the water. Blanchard'a name
I and address was in the package.
Harbor police dragged the rher at
the point, where the package was
found, and this work was continued
today.
Employes of the automobile rent
ing agency said Blanchard appeared
In a despondent mood when he took
the machine, friends said he had
been ill several months. A warrant
for his arrest was obtained by tbe
renting agency when tbe machine was
not returned aa promised.
