Before Secretary Swanson and the
navy's ranking admirals, bids were
opened late yesterday on 31 new war
vessels to lift the United States navy
toward London treaty limits.
Most of the craft 16 were half
of the 32 ship program for which
President Roosevelt allotted 1138.-
000,000 of public works funds.
The other five, a heavy cruiser
and four destroyers, were authorized
previously.

Unless early action U taken, fully
two-thirds of the automobile drivers
in this vicinity will be subject to ar
rest on the morning of September
1st for failure to obtain their new
drivers licenses, according to infor
mation Just received by Vila news
paper from Hal E. Hoss, secretary of
state. An official estimate disclose
that barely one-third of the drivers
in this sectton are equipped with
proper drivers licenses. K
Police officials state that no mor
atoriums will be granted and a strict
enforcement of the law will be ob
served In their check on all opera
tors. With the "dead-line" only four
weeks away, all persona still carrying
cards Issued before July 1, 1031,
should obtain new cards at the first
opportunity. Secretary Hoss warned.
Renewal permits are being granted
without examination to ail operators
previously licensed In Oregon who
are now under the age of 70, those
with clean accident records and
t.'.ose without physical defects. All
applications mutt be made on regu
lar forms supplied by the secretary
of staio and must be signed in the
presence of a notary public, or other
person authorized to administer
oaths. Examiners will perform no
tarial duties for all applicants with

Loulso Closser Hale, New York and
London stage actress who recently
scored successes In motion pictures,
died In the Montesano hospital to
day after two strokes of apoplexy.
She was 61 years old.
Born In Chicago, October 18, 1873,
the daughter of Joseph A. Closser,
grain dealer, Mrs. Hale was educated,
in the Boston College of Oratory,
embavked on a writing career and
traveled all over the world as a cor
respondent for Harpers Magazine,
