Russia Bargains With Japanese for

tions are predicted at Chinese East
ern railway headquarters here ovftr
the proposed sale of Russian rights
in the road to Japan.

The 1.1 00-mile line, running across
Manchuria from west to east with a

an agreement with the Chinese em
pire providing a system of dual man
agement. ' China Enters Protest
China has protested the proposed
sale at both Moscow and Tokyo, argu
ing that the faot that she la unable
to function in Manohurla due to the

anese-protected state of Manohukuo,
does not affect her Jurldlolal rights

Manchukuo maintains that it de

the flock, owned by Cunnlon Bros,
of Ash wood, attempted to force the
sheep across the bridge which spans
the north fork of the Willamette
river. Leaders of the band, followed
by several .hundred others, reached
the far end of the suspension bridge
but when It began swaying the
frightened animals crushed Into a
pile and could not be budged.
The tree troopers were called to
the rescue and the sheep, one by one
were psckd across the swaying span
by the eager youths.

VANCOUVER, Wash July II.
fAPP) A determined move against
fraudulent operations by Clark
county farmers in claiming refunds
on fuol gasoline was undertaken by
county and state officials today.
Farmers are entitled to a refund on
the stat tax on gasoline which they
use for tractors and farm, imple
ments.
County officials revealed after the
arrest yesterday of Oerold Whitney,
Battleground farmer, that many
ranchers, have been "raising" their
slips. Whitney pleaded guilty to
raising his receipt slip from 108 gal
lons to 808 gallons. The offense la .
classed ss a gross misdemeanor, with
a penalty of one year In Jail and s
fine of from 8500 to 15,000. Whit
ney's cose was continued for sen-,
tence. It was said to have been tho
first arrest of the kind In the stato. .
J. Harry Williams, state highway
patrolman, said the abuse la becom
ing flagrant, and that data on 14,
other violators have been completed
In Clark county. Officials said they
hope an immediate reformation by
the farmers will make wholesale ar
