able about the Rooaevelt luck la that
we have just come out of a bad luck
period. Mr. Hoover .Had nothing else.

The Peruvian Issue la supposed to
have been worked up by a SouWi
American banking representative who
thought he could not get depart
mental approval for the loan. After
ward. Mr. Davla wna called In and
waa paid e3(J,000 for hla legal advice.
Associated with him In the trans
action waa a man who now la one
of the economlo advisers of the de
partment. Another higher state department
official waa formerly chairman of the
protective Peruvian bond committee
formed by W.e National City bank
and J. and W. bellgman.
You cannot turn around In elite
foreign affaire circles without bump
ing into those who are smeared with
the bond mesa.
The time will come to start calling
names If the state department ever
approves another foreign lesue. It
won't.
Certain New York banking author! -tlea
came running recently with the
atory that the government waa going
to lend the railroads 800,000,000 to
buy new equipment.
Those handling the railroad ques
tion lor Vie administration nearly
wept for Joy. They aald: "We don't
know anything about It. but we hope
U la true."
The situation on that la the gov
ernment has been trying to make
the railroads lake some money for
new equipment. They are In the
laat ttnges of changing their minds
now.

The fat fellows in the atock mar
ket are supposed to be buying on
every recession. They are moving
from group to group, cleaning up as
they go. Most climbed out of the
