It was generally agreed that 8.2 beer
wouldn't go to the head, but no one
suspected It would go to the opposite
extremities the feet.
After 13 years of sitting around
waiting, bartenders find themselves
back on their feet. It has been a se

arches. Consequently, Ban Francisco

as bartenders seek relief for tired feet.

ECONOMIC MEET
(Continued nura ptge One.)
makes agreement on that subject Ylr
tually impossible.
It la no secret that Mr. Rooaerelt
failed to get tariff authority from
congress. The legislators privately
refused to give tt to him. There Is
something of a publlo secret about
the fact that what Congress wrote
into new laws will probably make it
rLLEOAL (or at least impossible) for
the president to enter speclflo tariff
arrangements.
The National Recovery Act and the
Farm Control Bill carry obscure pro
visions requiring tariff protection for
their operation. The pretldent can
make no agreements to Interfere with
them. ,
That means he can make no worth
while agreements at ail.
The climax of the farce Is silver.
Great headlines are spread around
the world indicating something Im
portant is to be done about it. lTh
Plttman plan Is submitted with the
UNANIMOUS approval of the Ameri
can delegation. Everyone is led to be
lieve that hare at last the silver
problem la to be solved.
The truth Is that no one en the
Inside expects it will. The plan waa
tent to a sub-committee which is
Just another word for grr.ve. Among
the delegates only Senator Plttman
is strong for action. The others Just
let him stage his Uttl show.
In the end some minor or general
aotlon may be taken. It will not be
anywhere near the importance of that
Plttman plan. '
The worry among our blg-wlgt 1
thftt failure of the conference may
cause International hard feelings.
For that reason you will see them
cushion the drop of the many hopes.
Termination wilt not be abrupt If
they can help it. A lot of high-sound
ing resolutions will be passed telling
what gr-r-r-reat progress hss been
made.
It Is a very dangerous deception te
keep upon such a grand scale. Some
deviations from it may be required.
Tou might have thought the Ameri
can tavlff proposal was a deviation.
It was not.
Our people knew in advance the
French would not accept such a move.
Otherwise they would not have of
fered it.
The real purpose was to keep the
other delegates from walking out
abruptly on us. Something had to
be done to keep them talking. Other
steps along the same lines are plan
ned. They will all be referred to sub
committee graveyards for considera
tion. Then the delegates can go home
for a summer vacation.
At least that Is the way we hope
It will work out.
