given of the plan by which Oregon
wheat farmers will share in caah
benefits under the new agricultural
adjustment act this fall.
The plan calls for deoentrallased
administration by counties, payment
of two-thirds of the first cash bene
fit by about Sept. 15, acreage reduc
tion by those participating of not to
exceed 30 per cent, and the Inclus
ion of what amounts to partial crop
Insurance.

The Information disclosed that the
government has complete production
report by counties for that period
which list Oregon as 13th In the
wheat producing states with An aver
age annual production for the period
of 21,306,000 bushels. Average wheat
acreage in Oregon for the period to
taled 1,040,000 of which 869,000 was
devoted to winter wheat, and 177,000
to spring wheat.
"The wheat adjustment program
provides for paying cash benefits to
farmers on the basis of the percent
age of their average wheat crop for
the past three years, which Is domes
tically consumed m food, contingent
. upon agreement to reduce acreage,"
the review said.
To Enforce. Fair Trade
Processing taxes recently announced
will be levied to meet this cost, but
a warning was Issued that the secre
tary of agriculture will lexerclse his
power to enforce fair trade practices
to protect consumers against an no
due rise in price of wheat products.
Today's dispatch said administra
tion of the wheat plan will be thor
oughly decentralized, with farmers
organising their own county commit
tees to take charge of local details of
administration. Each county group
will pay Its own expenses, to be charg
ed to each farmer according to his
allotment. Naturally, the more eco
nomically the local unit Is operated,
the less it will cost farmers In that
county. "Thus the steps to be taken
by the wheat farmer who wishes to
receive the bonus payments on re
duced acreage," the review said, "are
to Join his local organization as soon
as it Is aft up, turn In the figures on
his production and acreage planted
for the past three years, and agree
to reduce his acreage by the desired
amount, which in no case will exceed
30 per cent of his three-year aver

winter wheat crop in the southwest,
It Is probable that we will have the
smallest total wheat crop In a gener
ation this year, and many of you will
aak, 'Why worry about a surplus?'
'The problem Is deeper than that,
however. We still havo our 360.000,
000 bushel carryover July 1 and we
can not count on bad wather and
a small crop two "years in succession,
so that, with prices on the upward
trend, you know that next year's
winter wheat crop may be so large
that the 800.000,000 or even possible
900,000.000 bushel crop will not be
too much to expect next year.-
"We know of no market for the
more than 300.000 000 bushels addi
tional surplus that would result from
such a crop."

day en route to the Pur. Fish and
Game ranch north of Prospect. He's
starting construction there of a 14
roora lodge and that's where he's
going to spend a lot of time and he
plans to bring the elephant heads
with htm. "Several Rhinos, too," he
announced In an sstde today.
Laat winter Mr. Goets killed two
elephants In Africa. He has a list
of trophies, which rivals that of Med
ford's own Edlaon Marshall, but he
didn't mention any sladangs, the
Marshall prize animal, today.
Others making the trip today to
the Pur, Pish and Game ranch, were:
Mrs. Rose Nelson, Mrs. Pearle Best
and daughter, Betty Best of Wood
land, Cal.,' the latter noted for her
champion jumping horses. They plan
to. spend three or four weeks at the
mountain ranch, enjoying fishing,
riding and the "great outdoors."
Hal Evarts, well known western
writer, will soon Join th colony. Ray
Ollllland, manager of the ranch, stated
today. And with his arrival will come
much prominence to the southern
Oregon country. For Mr. Evarts Is
going to spend the summer writing.
Prances Marian, scenario writer, Is
also arriving in about two weeks from
Hollywood and threatens to put the
Cascade forests Into pictures.
