KLAMATH FALLS, Ore.. April 13.
(AP) Denouncing the "destruc
tion" of the public utilities regula
tory act which he proposed at the
last legislature, Charles M. Thomas,
state public utilities commissioner'
indicated here last night he will
seek through an Initiative measure
at the next general election such reg
ulatory powers as were eliminated
from the Thomas bill by amendment
by the legislature.
Nearly a thousand persons from
Klamath Palls, Medford, Grants Psss,
Roseburg, Bend, Redmond and Lake
view heard the address by Commis
sioner Thomas here.
"The only recognizable feature re
maining after final action" on the
power bill which bore his name, he
aold, "were the words 'senate bill
No. 10'." As a remedy, he declared,
the voters will be asked to approve
broader powers of administration at
the next general election.
"I am telling you frankly," he said.
"that notwithstanding all that has
been said In regard to the czar-like
powers of the Oregon commissioner,
that the problem before us can never
be conquered under ,the authority
given by present laws, and that un
less the people of Oregon give in
creased powers and adequate funds,'
satisfactory results can never be ob
tained."

that no relief can be expected under
existing statutes.
First, he declared, a law must be
passed covering the subjects set forth
in senate bill 19 as It was Intro
duced. Second, publicity must be
given all public utility affairs. Third,
the private utilities must not
charge more than the public can
serve Itself for, and there must be
no more than a fair return on the
investment.
"At present." he continued, "you
have placed your own agent In the
position where, armed only with a
sling, he is Instructed to defeat
Goliath; to prevail against fully
armed and accoutered opponents
(for money Is the life-blood of court
procedure) and then permitted to use
nothing more serious than a peashooter."

13. (AP) High seaa and a howling
gale off the Jersey coast where the
airship Akron crashed eight days
ago hindered the search today for
the bodies of the 07 members of the
crew still unrecovered.
The storm kept the planes which
have been taking part In the search
out of the air and small boats of
the salvage fleet had to stay In port.
The work of the largercraft, like this
