Since as far back as 1007 he has been
doing this sort of work for the gov
ernment. ...
In 1020 he was head of the chemi
cal and technical division tof the
treasury department, In 1027 com
missioner of prohibition, and now
chief of the bureau of Industrial
alcohol.
At his desk, In a big sunny room
looking out over Pennsylvania avenue,
puffing slowly on a big black pipe,
he talks at length and understand
ing about beer and alcohol.

. . One of Dr. Doran's favorite jokes
concerns the Instrument. He never
misses an opportunity to tell It.
When prohibition went Into effect
the "ebullometer" was looked upon
with curiosity, and by soma with dis
dain. One writer. In describing Its
operation, says Dr. Doran, wrote as
followa:
"When the liquid registers exactly
one-half of one per cent, the Instru
ment flashes a red light. When
the alcoholic content Is less than
one-half of one per cent, a blue light
goes on.
"But the moment the indicator
pssses the one-half of one per cent
mark, 'Poofr the 'ebullometer
blows a fuse.1
Confident that his forces can con
trol the situation, Dr. Doran Is set-'
tllng down for some hard work after
midnight of April 8. He doesn't ex
pect any trouble.
"when we get 'greased' up," he says,-
"there'll be nothing to worry about."
