City Improvement Plans
Considered in Order to
Give Employment Relief
While an ever-Increasing number
of men como out of tSelr homea, un
employed, to the doora of the city
taking for work, leadera In Medford
government, although for the moat
part allent, are not unmindful ol
their necde. an Interview with va
rloua denartmenta revealed today.
They are constantly searching the
field for the answer In the possible
promotion of a needed local project
and the hope la to obtain money from
the relief finance corporation for con
atructlon of Medforda long-needed
aewage disposal plant, a unit of It.
or the accomplishment of street Im
provements. For any one of the three money
could be obtained from the R. P O.
fund to match whatever amount Med
ford might raise, the city has been
assured, and thers la a possibility of
a 40-60 ratio. It all depend upon
the amount apent In labor, aa the
latter will be financed through relief
funds, Mayor E. M. Wilson stated to
day. Two plans for launching local work
are being considered. One Is de
pendent upon the passage of House
Bill No. 423, with Inclusion of sec
tion 8, which provides:
' "Whenever a court of competent
Jurisdiction shall have ordered any
of tha said municipalities In this
state to abate a pollution nuisance
or ahall have enjoined any euch mu
nicipality from discharging sewage or
drainage into any lake, stream or
other waterway, said municipality
. ahall have authority upon Its own af
firmative action and without aubmlt
ting said matter to a Tote of the
qualified electors of such municipality
to issue and sell the necessary bonds
for tha construction and Installation
of such facilities, as It may deem
necesaary to comply with said court
order."
It such authority were given the
elty, a bond lsaus to finance mate
rials could be floated and money ob
tained from the B. P. O. fund to pay
for all labor. This money would be
secured through the county relief
committee, at no coat to the city.
Men would be put to work and paid
for their labor.
In case such authority Is not given
cities. It would be necessary to vote
for tha floating of a bond laaue. Tha
amount raised by the city would again
be matched by the R. r. O. fund.

that to be realised through use of
the money obtained through the re
lief committee.

Improvements could be added' to the
city at this 'time at less cost than
at any other time In history, thus
amounting to a aavlng, both from
the atandpolnt of caring for the un
employed and realizing necessary Im
provements, officials pointed out to
day. Reviewing tha coats of establish
ment of a new aewage ayatem here,
Fred Scheffel, city superintendent,
atsted that the estlmatea given .in
1933 could easily be reduced 30 per
cent, the way prices have descended
slnca that time. The estimate given
then llstod the treatment plant at
147,000, based upon a 3,400.000 gal
lonaga flow per day. The present
flow la 1.780.000 gallona per day. The
cost of the trunk line sewer was then
estimated at 986,000. Conatructlon of
the treatment plant and a unit con
necting It with . tha end of the pres
ent trunk aewer, which would solve
Medford's problem for the present at
lesst, could be realized for .171,500.
according to the 1033 estimate, which
would be reduced 30 per cent.
If Medford considered this program
at least half the aum. or 85.750.
would be obtainable from the R. F- C.
