Plan With Scheme for
Leasing Lands to Retire
Them From Producing
WASHINOTON, March 10. (AP)

Roosevelt administration will h
tusked to pass on a new plan to help
the farmer.
Aa outlined by Secretary Wallace,
the new measure combines element
of the domestic allotment plan with
a achemo for leasing farm lands to
retire them from surplus production
of wheat, cotton, corn and possibly
tobacco.
Angles Yet Undetermined
Many angles of the new farm plan
remain to bo determined. Secretary
Wallace said It la his intention to
have the proposal enacted into law
by March IS, If possible, so It may
become effective for this crop year.
Aotlon will not be sought, Jbowever,
until emergency legislation is out of
the way.

Secretary Wallace said the plan,
will be a modification of tfie allot
ment plan, Involving renting of lands
by th government from the owners
so as to withdraw these lands from
production. -
Under the- tentative schedule, the
secretary of agriculture would deter
mine at the beginning of each crop
year the acreage of wheat, cotton and
corn to fill domestic needs. The quo
tas of lands to be removed from
production so aa to Insure against
over-production would be figured for
each state, county and township.
Bids from farmers would then b
called by the government in which
farm owners would establish the low
est price acceptable for removing
areas from crop production. Tho
government would contract to lease
and retire from production such,
lands not needed to fill domestto
needs.
Wanted This Tear .
Wallace is attempting to speed
this legislation Inasmuch as the ex
pense per acre will be increased if
bids are not called for until after
plowing, planting and other farm ex
pense has been Incurred, and he de
sires to make the plan operative this
crop year.
"Farm relief plans must changa
with the change in the country's, eco
nomlo condition,' Secretary Wallace
said.
"The domestic allotment plan
means different things to different
people. Tthe new plan Is easier to
explain and It may be easier to putt
into operation, '
"Developments in the next week
may change Its details."
