the Issuing agency, whenever a group
of business men will take the matter

In addition to the major appropria
tion measures, it was expected a halt

which limits speakers to five minutes
each, would be Invoked In the upper
house. Efforts to Invoke a similar
three-minute rule In the house this
week would meet with some op post'

cated. Night sessions later this week
are also in the offing.
