SPRINGING UP IN
RUSSIAN WASTES
Vast Canal Project In Little
, Known , Region Between
' Arctic Ocean, and White
Sea Everyone at Work
1
r
NEW YORK, Feb. 7. (AP) From
that dim region between the Arctlo
ocean and the White sea, where there
la daylight only two and a half
months of the year, a student of
Russian life today brought back
stories of vast mushroom towns
springing up overnight In "unox-plored"-
wastes. ,
Dr. Joshua Kunltz, former profes
sor of Russian languages at City col
lege, also told how 100,000 prisoners
are carving out a canal as big as that
In Panama wftlch they expect to fin
ish by May 1.
'Eighty per cent of the population
is made up of what were known as
Kulaks -peasants who through
pid.ty or extraordinary Industry or
both have grown rich," he said
"The government, wanting to equai
Iw matters In the villages, sent them
up there.
Build f(H Kutnre.
"Here's a new country,' It said to
them. "It's y. unpolled. It's rich.
Build your Aomc , work, you can as
sure you- own future and your chll-
drens .future.'
"W,hat amazed me was the way
thy took It. Naturally, uprooted at
the start they were as resentful as
anyone In Russia. But I found they
caught the spirit. They see the
grandeur of the thing."
Those to whom be talk, Dr. Kunltz
eald, had no desire to leave the once
desolate region.
The New Yorker went to Khibog
orsk, a town of 13,000 that has
"mushroomed" up within a year, and
to Murmansk, even farther north, a
port on the Arctlo ocean. Industrial
towns, he said, are arising overnight.
. 1 Study Northland.
"Their schools . are better - than
those elsewhere in Russia. In that
new town of Khlbogorak they have
a cinema and clvlo center. In Mur
mansk the government maintains an
academy of science to study possibil
ities of the north.
Their publlo bath Is a wonder.
Tou go In, leave your clothing for
the laundry, and in 80 minutes you
receive it back, washed and Ironed.,
"The canal Is materializing a dream
of 300 years. The czars saw its need,
commercially and strategically, but i
never got nearer to building It than
sending explorers to the Arctic'
Dr. Kuntlz said even the prisoners
working on the canal "murderers,
robbers and thugs" have "caught
sometmng or the spirit of adven
ture .'
The cans will supplement the
slngio track railroad to Leningrad
and will carry up supplies and carry
dock pnoapnates, aluminum and
lumber.

Clerk Drager.
The entire bill for stamps in the
house lsst term amounted to $2900,
he said. It may be more this time,
due to the increase 'In postage rates.
However, under the new ruling
adopted this year, separate bills are
not .sent to each constituent who
sake for them, but are sent to cer
tain centers, where all the people
within a given area may come and
read the bills over at will. This will
tend to cut the stamp bill to some
extent.
The poet-natal life of a bill Is a
hectic one. As soon after birth as
possible, it is Introduced by Its papa
before the house (or senate, depend
ing upon the papa's place of legis
lative business snd the nature of the
bill). Immediately after Its Intro
duction and first reading. It Is sent
to the printers. Then it comes back
for second reading.
The speaker of the house, with his
tongue in his cheek, says "Uhuh, I've
got your number, young 'un, you be
long In such and such a committee.
You're a little bit raw yet. and we're
not sure we want you. We'll let those
boys decide whether or not you're
worth our consideration."
Here the bill U apt to be torn apart
and put together again, pounded into
hash and turned out baloney. If If s
thought by the committee to be good
baloney. It Is reported favorably, if
not. the poor little thing Is killed
and forgotten.
If It Is lucky enough to come out
of committee, It Is placed on each
member's desk for study. It Is left
here at least three days. Then It gets
the third reading and comes up for
final passage.
In case an amendment Is made, this
Is sent up to the committee on en
grossed snd enrolled bills, and the
amended portion engrossed in the
bill. If the bill bss a substitute, this
substitute la obliged to go througn
the entire original routine.
