Quarterly Payment for Taxes
Gets Senate 0. K. Would
Reduce Teachers' Pay to
Minimum Requirement
SALEM, Feb, 2. (P) A meuure
providing for quarterly payment ot
taxes, on Marco la ana every irw
months thereafter, was approved in
the senate yesterday, while the house
adopted a committee report favoring
& substitute bill providing for re
peal of the minimum wage scale of
70 for school teachers lor a penoo
of two years.
Lack of new proposals was evident
In the house after 80 had been in-
troduoed yesterday. This morning
caw but one. the substitute referred
to, presented by the committee on
education. But this measure, com
ing m as a majority report by the
committee was not presented until
after an hour's debate.

Would Sell State Cars.
The state police department la ex
empt from the provisions of a bill
introduced by Senator Spauldlng,
providing for the sale of state-owned
automobiles. The measure would
authorize the state board of control
to sell the cars on or after July 1,
1033, on two-years time for payment,
If necessary. It fixes the legal ex
pense allowance on privately-owned
ears in state service at four cents
mile.
Minimum salaries for the teachers
of . the state were removed by the
house when by a vote of 35 to 34 It
rejected a minority report that would
have reduced the minimum from $75
to $50 a month. The majority report
through a substitute measure, which
was adopted provides for a morato
rium on all teacher contracts for a
period of two years, after which time
the minimum of 970 a month will
automatically be returned.
, . Woman Leads Fight.
Representative Hannah Martin of
Marlon, the only woman member of
the house, made her maiden speech
and led the fight for the minority
report. Representatives Hilton, Hall
and Day joined with her in the argu
ment, with Representative Prank
Loner gan heading the opposition,
through his effort to have the bill
laid on the table In order that mem
bers might give It further considera
tion, was lest.
Adverse reports by' committees cost
the lives of five bills. Two of these
dealt with the service of summons;
providing for the leclnslng of agents
of fraternal benefit societies; reiat
ing to the duties of the insurance
commissioner and providing that
small courts shall have no Juris
diction to try tort or damage actions.
Endorse Relief Plea.
The house adopted the unemploy
ment relief resolution accompanying
the house bill sent to the senate
Tuesday, and approved the division
of Irrigation districts Into three di
visions; defining of tenancies In the
forcible entry and detainer statute:
providing method by which a crema
tory or cemetery association may
ohange its name.
Relief for Bert M. Howe of JFugene,
special game warden, who was seri
ously wounded while detailed to put
& stop to "spotlighting" deer, was
authorised through the game com
mission. He will receive $50 a month
for life or until such time as the

mitted under his disability. Howe
Is married and has four children.
His former occupation was barberlng
but he has lost the use of his left
arm and shoulder and Is no longer

Objections Voiced.
Senator Pranclacovich opposed the
bin because, he said, the rebate pra
vl Hons would make It necessary for
we counties to make up that differ
ence In remitting state taxes to the
state. Senators Brown and Zimmer
man opposed It on grounds that It
returned to an obsolete penalty sys
tem, and Senator Doss fought It on
grounds that It was too mild In Im
pressing on the taxpayers the neces
sity for his paying his taxes.

tion of national committeeman and

tion of the publicity committee of
the Medford Chamber of Commerce,

first of those excursions was made
last Friday night, to Jacksonville, and
the program staged before the 300
Grangers attending that meeting was
exceptionally well received.
A small group of speakers will ac
company the Oleemen and the pub
licity committee on the Eagle Point
trip, with an explanation of the agri
cultural program of the Chamber of
commerce and the plans for the Dia
mond Jublleo celebration, scheduled
for 1034, under the plans now being
made by the publicity committee.
Medford business and professional

Early In January two men who had
learned of the Southern Oregon and
iNortnern California Mining Associa
tion, plan to put some of the unem
ployed to work on Vie proven placer
grounas or tnis section, called upon
one of the members of the associa
tions for Information and financial
aid.
They knew of some ground that
they could work where they could
mate at least a living wage, provid
ing they could get some financial as-
slstance to get there and take care
of their families while they were
making their first attempt, but, that
at the present time they were de
pendent upon the county for food
ior ineir families.
They were told that, owing to
present lack of funds, the associa
tion could do nothing to help them.
even though It was one of the plans
of the association to do this very

Their atory was, however, so ap
pealing and bo plausable to the mem
ber of the association to whom It was
told, that he asked them .how much
It would take to get them started
and was told that they could make
on so. He managed to raise this
amount for them by borrowing It
irom a friend.
Happy, they left, filled tho car
with gasoline and oil, spent the rest
ior rood, leaving the greater portion
of the latter with their respective
families, and hied to a piece of
county owned property.

more supplies and were again off to
the diggings, returning this time in
six aays, being com pet lied to cease
operations temporarily on account of

Names of these men. as wull as
the man who assisted them, are on
file at the office of the association,
and the story Is told for the pur
pose of showing that with the mere
assistance of five dollars, two fam
ilies were taken from the "bread
line" and rendered self sustaining
and that this same effort might be
lupllcated many times.
Tuesday W. H, Maltby, who built a
good share of Med ford 'a sidewalks,
and a man. with considerable minimi
experience, called at the office of the
association and said that there are at I
the present time 200 men working on
tne old sterling mine and that they
are producing by hand work alone
over $200 per day Many of them
are working on county owned ground
and he stated that he could count

SALEM, Peb. 2. (JP) The common
interests of all phases of dairying
from the farmer to the cheese manu
facturer, were stressed by George
Pullenwlder of Carlton in addressing
the annual two-day conference of the
Oregon Dairymen's asoclatlon at Its
opening meeting here yesterday,
"Dairymen are In the best position
of any division of agriculture," he
said. "We have a dally Income, not
as large as It should be to cover pro
duction costs, but a cash Income,
nevertheless." The 40th annual con
ference of the dairymen was attend
ed by 6S delegates.
Pullenwlder said that dairying was
the only industry which has with
stood the depression from the stand
point of unemployment, since Just
as many men are needed to milk the
250,000 cows In the state as In the
days of higher prices. Ho stated that
problems facing the dairying Industry
were enlargements of markets and ati
equitable price for grade B milk.
O. ti. Mulkey of MoMinnville pre
dicted that dairymen would not lose
the next fight to place a tax on oleo.
He said people 7ere learning of the
benefits of the dairy Industry and
through education he expected a fav
orable vote the nex ttlme.
