REDUCTION PLAN
FOR STATE
Five to Fifty Per Cent Slash
Agreed On By Joint Ways
and Means Committee in
2-Year Expense Cut plan

The scale adopted, which reduces
by about 700.0OO the tote) salary
item In the budget, was declared by
Representative Carle Abrams of the
aalary sub-ooramltte as "more dras
tic than aver made by any other state
or any political eub-dlvislon of
state." It was drawn as a two-year
plan only.
To Be Retroactive.
The proposed aalary reductions will
go before the legislature in Din form
railing for reductions from five per
cent on salaries up to (Bo a month
to 50 per cent on those of 1700
month and over, to be effective as of
January 1 of thla year. They would
apply to all compensation derived
from taxes, fees or licenses over which
. the legislature has Jurisdiction, with
housing and other living expenses to
be calculated In the cut. A salary
classification plan was also adopted
However, an elastic feeture allowe
the salaries or compensation of d
partment heads to be fixed by the
state board of control with experience
and ability considered In the classify
ing of salaries. '
Re-refer Report.
' The report of the sub -committee
on the state Insurance department
was re-referred when opposition was
expressed to the abolition of the real
estate division and Its combination
. with the Insurance commissioner.
The sub-committee recommended
that four bills requested by the In
surance department to Increase reve
nue be approved and Introduced as
ways and means committee bills. An
estimated revenue of (355,000 would
result from those bills.'
One of these provides for an assess
ment against domestic stock and mu
tual Insurance companies of '4 Pr
cent on gross premiums, the same
as now assessod against foreign cor
porations, estimated to raise addi
tional revenue of (100,000 biennially.
The second bill would tax annuity
payments on the same basis a prem
iums on other classes of insurance,
estimated to raise new revenue of
$100,000 blannually. The aecond bill
Increase the license fees of local In
surance agents from (3 to $5, esti
mated to Increase revenue (70,000
each two years. The fourth bill would
make (135 a year the minimum tax
on each Insurance company doing
business In Oregon, regardless of the
amount of business done, estimated
to raise an additional (30,000 blan
nually. Favor Cat for Justice.
Although a constitutional amend
ment would be necessary to reduce
tbs salaries of supreme court Justices,
the sub-committee of Representative
Abrams and Benatora Hess and Strayer
recommended that the revleed ealary
schedule apply. It would reduce the
Judgea' salarlea from (7900 to (4135.
A total budget for the court of (100,
400, a reduction1 of (34,004, was
recommended, The report waa adopt
ed, as was a reduction of (31,838 for
the supreme court library.
For district attorneys and deputies
a out of (90,553.03 under present sal
arles of (184.000.03 and (13,104 under
the Hansen budget wee recommended
and adopted. For circuit Judges' sal
arlea and traveling expenses a cut of
(137.010.63 under present sllowanees
and (40,700.33 under the budget rec
ommendation was recommended and
adopted.
Ouard Also Affected.
For the National Ouard an appro
priation of (105.383, or (13,554-under
the present figure, the new ealary
schedule applying, was recommended
and adopted, 'mis report was by a
sub-committee of Representative Gor
don, chairman, Representatives Sni
der and Dammasch and Senators Sta
ples and Dunn.
Estimates for the state peniten
tiary were not disturbed, except aa
to salaries.
