propriation committee a blu rec
ommendlng $31,684,000 lees to carry
on the military activities of the war
department next year than was al
lowed for this.
A year's suspension of the cltl-
zens' military traluing camps which
have drilled 337,000 young Amen
cans In the arts of warare was pro
posed by the war department &p-
. proprlatlona sub-committee.
The proposal was made In the
name of economy. It would cut $1,
000,000 from the expenses of the gov
ernment In the 1034 fiscal year.
Non-Military Worn Cut.
The general measure also allowed
79.S34.000 less for non-military
work, but much of this reduction was
due to non-recurring emergency con
struction authorized last session and
not continued in the new bill.
As submitted to the house, the bill
would allow (273,079,000 for military
and 973,743,000 for non-military ac
tivities for the 1934 fiscal year. This
was an apparent reduction of U0,
000,000 from this year but 30,000,000
of this was accounted for by non
recurring emergency construction.
Principal Items.
Among the principal items In the
bill are: 39, 388.000 for rivers and
harbors maintenance work, without
specific allocations In the bill; (339,
484 tor Muscle Shoals: $18,863,000 for
Mississippi river flcod control not spe
cifically allocated; 11,100,000 for the
Panama canal; $3,304,000 for the re
serve officers' training corps; $36,
000,000 for the National Guard; $3.-
$44,000 for West Point; $3,036,000 for
seaooast defenses; $1,303,000 for
chemloal warfare; $33,647,000 for the
army air corps; $60,635,000 for the
quartermaster corps and $138,105,000
for pay of the army.

Excluded from the bill was $1,000,
000 asked by the budget bureau for
continuation of cltiuns' military
training camps. In a statement,
Chairman Collins of the appropria
tions sub-committee, whtoh recom
mended the suspension of O. M. T.
O. activities, said:
"The budget Includes $1,000,000 for
this component, which would occa
sion a reduction In the number of
trslnees from 87,600 to 18,000. To
effect this reduction would cause In
justice and much more discrimina
tion than at prasent."
The measure also would permit Na
tional Guard to motorize all field ar
tillery regiments with light commer
cial -vehicles, continue the officer
strength of the army at 13,000 In
stead of renewing last year's reject
ed proposal of a reduction to 10.000,
shorten the training period for mem
bers of the reserve officers' training
corps rrom 12 to so days and out re
cruiting expenses In half,
$3,000,000 for Plane.
Likewise, It would allow the air
eorps to make contracts for new
plsnes to the extent of $3,000,000 tn
addition to giving an outright ap
propriation of $33,637,000 to that

"Many nations are passing through
economic crises. The tense situation
in the Par East which for some weeks
during the past winter flamed Into
open hostilities, emphasized again the
untrustworthlness of treaties as com
plete safeguards to International
peace.
Conference Failure.
"The Geneva conference for nearly
a year lias been studying formulae
for effecting universal reductions In
land armaments. The results to date
have been practically negligible."
MacArthur said the United States
"has accomplished a degree of reduc
tion lh its land forces that stands a
unique example among world pow
ers," and added;
"These reductions leave the United
States now the seventeenth ranking
nation In military strength in the
world. As practically all other na
tions are Increasing their strength, It
Is quite possible that In the near
future the United States will drop
even further In the relative list.
Other Nations Arm.
"It is apparent," he said, "that the
larger nations are increasing their
outlays for military preparedness."
