Atlee Pomerene, chairman of the re
construction corporation, defended Ua
relief loan policy today before the
senate committee holding hearing! on
the 9500,000,000 LaFollette-Costlgan
dlreot federal relief bill.
Pomerene told how a substantial
loan was made to Illinois upon In
formation that new state taxes for
relief were not possible Just before
the election because some state legis
lators would not censent to a new
tax burden at that time.
Pomerene said this Information was
put before thep corporation by a dele
gation of Illinois and Chicago of

the law a governor must certify to
the necessity of federal aid and de
clare state resources have been ex
hausted before loans may be granted.
"How many states have applied for
loans?" asked Senator Wheeler (D.,
Mont.)

asked Wheeler.

"They've all been granted."
He said nearly half of the board's

ed and vehemently denied he had ever

Pomerene would not say whether
he regarded the 9300,000.000 a suf
ficient sum.
If the winter Is not a severe one
and If Industrial conditions Improve,
he pointed out, "the need for fede
ral relief will be lessened."

Pomerene asserted that when state
and local authorities are not "doing
their duty" and suffering results, the
corporation had adopted "the rule of
reason" In administering the law so
as to relieve destitution.

tress," Pomerene asaeted, "I am not
asking the why and wherefore."
At the same time, he said, care

promised a novel program. Also two
"old-timers" have been granted some
time to "Iron out" some long-standing
argument.
Wilson Walt has promised to have
the Elks' band out In force and pro
vide music for the evening. Three
candidates are up 'for initiation; in
fact, Thursday night promises to be
one of the best lodge sessions for
some time past.
Members ere reminded that a game
will be played each night in the bil
liard tournament. Another game
will be played tonight in the .bridge
tournament.
