To Press Important Rec
ommendatiions of Hoo
ver's Final Days In Office.

As congress settles down to Its.
knitting. It becomes increasingly ap
parent that the republican regime it
Washington already Is at an end, and
that the responsibilities and troub
lesof the democrats have begun.
Not even the republican old guard
shows any disposition to press Mr.
Hoover's moat Important recommen
dations, congress will try, Instead, to
put through Mr. Roosevelt's program,
and If that falls will let things slide
over into a special session after March
.
The Hoover sales tax proposal has
been received amid general silence,
while the leaders think Instead of the
Roosevelt-sponsored tax on beer.
The Hoover appointments to pub
llo office are to be left to die In the
senate calendar. The appropriation
bills seem more likely to follow the
cues from Albany than the urging
of the White Hou.
Not a single voice Is raised on oap
ltol hill to applaud Mr. Hoover's pro
posal for a war debt agency opposed
by his chosen successor.
Finally, the Hoover specifications
for consolidation of government bu
reaus are looked at skeptically.
Starting New Deal'
This sort of a shift of leadership
always occurs In some degree when
a change of administrations Is In the
offing, but It has been aocolerated
this time by special circumstances.
For one thing, the demoroats have
actual If not technical control of both
senate and house, and they want to
have the "new deal" as much of a
going concern aa possible when Mr.
Roosevelt takes the oath as Fresl
dent In March.
While Mr. Hoover himself has
shown a disposition to carry on with
a militant republican program right
up to Inauguration day, the spirit of
his former supporters In congress Is
badly broken. Many of the titular
leaders not only are "lame ducks,"
but they do not appear anxious to
rehaollltate Mr. Hoover as a doml
nant party figure.
The Whole disposition la to post
pone reorganization of the repub
lican party until after March 4. and
to leave It largely In the hands of
those who then will remain tn office.
Democrats' Troubles Start
Because they have taken the reins
before their time, the democrats are
experiencing a foretaste of the diffi
culties they will face with Increas
ing force hereafter.
Huey Long's renewed attack on the
democratlo senate leadership of Joe
Robinson Is no Isolated Incident.. It
echoes a deep-seated feud among sen
ate democrats, of which more will
be heard later.
The contest over the house speak
ership Is expected to grow In fury,
and no one doubts that the scars
left by It will, be many and conspic
uous. At both etas of the msltol trouble
'Is brewing over the apportionment of
comciltte ohalrmaniblps.
The problem will not be very se
vere in the senate, where the rule 'f
sonority la so firmly established; but
the house situation present a real
problem.
So whatever of prestige Mr. Hoover

Meeting of the Jackaon County
Taxpayers League announced for last
Wednesday, will be held Wednesday
evening of this week, December 31.
George Iverson, leader of the move
for organization of the league, an
nounced yesterday. The original pro
gram announced, will be carried out
and no further postpolnementa will
be made, Mr. Iverson assured the
public.
The meeting ws postponed last
week because of the weather and the
extensive work being carried on by
the tax committee of the chamber
of commerce, which has been work
ing along the lines to be followed by
the tax league, Mr. Iverson said yes
terday. The co-operation of this commit
tee was therefore considered very
necessary to the success of the league
and the meeting was postponed un
til the chamber of commerce group
will have more time to give to the
session.
The organization, as outlined, will
Include a president, vice-president,
secretary and a central committee to
act for the whole league. There will
be units organized In each grange
and city and within these will be or
ganizations within the school, road
and Irrigation districts, and wherever
else tax unite are found.
Each group will work, out Its own
individual problems and will have
the moral backing and advisory In
fluence of the central organization,
and who In turn will form the mor
al backing for the work of the cen
tral committee, which will act on the
general county, school and road tax
matters, according to Mr. Iverson.
Delegations from all parts of the
county are asked to attend the meet
ing Wednesday. Mr. Iverson Is al
ready receiving mall on tax matters
and desires that sll communications
be addressed to Oeorge Iverson, Med
ford. Oregon.
