of the population Is busy far Into the
night fretting and fidgeting about
things over which they have no oon
trol, or never will, and that concern
them distantly. Lest week, we are
reliably Informed, two residents re
mained up till 3:30 am. discussing
the European war debt situation, and
without the aid of malt or spirituous
liquors. This Is taking an Interest
In public affairs with a vengesnce.
The status quo of the war debts in
the aame as before these home-grown
statesmen lost all the good Bleep.
Europe did not reap any of the havoc
of their spoiled dispositions, caused
by not knownlg enough to go to bed.
There may be citizens neglecting
their much needed rest to cues Wall
St., and profanely attack the tariff.
Life Is not hair as grim as many
lmaglna It Is. Too many are mad
about nothing much.
Quite a few went up to the metro
polis on the train. The general opin
ion was that the train beat walking,
and. unlike the auto, they could
straighten up when they reached
their destination.

SANTA CLAUS
In approximately to days, the Ron.
Santa claus will pay a short visit
hare, and the young folks can hardly
wait. It narrows down to a content
between: You are only Young Once,
but the Times are Tough. It Is sin
cerely hoped that the happiness of
ths kids does not become entangled
with the economic or political lesues.
Santa Claus has been here for a
year or more, but has been too bash
ful to mention It. Just think ot the
time that has been given lavishly snd
freely raising hell, and saving the
taxpayers, and straightening out one
thing and another, and the mean dis
trict attorney. Not a thought of re
muneration. Of course. If he hsd
sported whiskers, folks would have
known he was Oood St. Nick, and
never mistook him for a peanut edi
tion of Mtieeollnl, and a reincarnated

Mose Beeler came home from Mus
kogee to vote Tuesday. He has been
en the breed line down there the last
three months and expect to go back
Friday.
The election was held at the school
bouse and, barring a few fights, went
off quietly. Few ticket were voted
straight. There were aome scatter
ing votes for Ororer Cleveland. The
odora Roosevelt and Abraham Lin
coln. Doc Brlnkley earned the town
ship for governor with Bill Murray
a close eecond.
A little misunderstanding created
considerable argument at the school
house election day. Quit a number
of our voters had the Idea there
would be a big lake In each town
ship if Brlnkley ws elected. The
question of where to locate this lake
was the subject of controversy. Riley
Anderson, who seemed to be ahead
In the race for oonatable. tried to
arrest some of the boys, but after
having on ear knocked down by a'
tire pump In the hands of Lester
Spume, save It up and asked to with

Outclassed, Not Out Gamed
'THE Thanksgiving Day football game in Portland, like the
late unlamentcd eleotion, left no doubt as to the result.
Medford did well in the first half, holding their stronger oppo
nents to one touchdown, but in
crumbled, and the local boys had
Disappointing as the result is, it should furnish no cause for
discouragement, or bitter repining. Nor should it bedim the
fact that the high school team, under the capable coaching of
Darwin Burgher, has had a most successful season, this defeat
at the hands of Jefferson High being the first of the season.
INCIDENTALLY" the score by which Medford was beaten
WAS THE SAME SCORE
Marshfield, winners of the Southern Oregon title a year ago. In
fact it probably fairly represents the difference between the
best high school team in the "hinterland" and the best that the
state metropolis can NORMALLY produce.
Only once or twice, in a generation can smaller cities of the
state expect to produce "wonder teams," such as Medford pro
duced, under Prink Callison a few years ago. It was good
coaching combined, with the EXTRAORDINARY FLOOD OF
EXCEPTIONAL MATERIAL that made Medford the football
hub of the entire state and allowed the pear pickers to as easily
vanquish the best Portland could produce, as Jefferson van
quished Medford on Thursday.
IT is that extraordinary Medford record, rather than anything
unexpected in the outcome, that makes the turkey day de
bacle, such a hard pill to swallow.
But, we repeat, small city wonder teams happen only "once
in a life time." Medford was outclassed on Thanksgiving, just
as Marshfield was outclassed a year ago, and just as nine times
out of ton, out-of-town high school football teams WILL be
outclassed by the Portland big leaguers.
In fact post-season games for the mythical state title, might
well be confined to high schools OUTSIDE of Portland, except
when comparative scores demonstrate beyond all question that
another "wonder team" from

The truth is that this year outside of Portland, there were no
WONDER teams in sight,
Is King Football Dying?
SPEAKING of football, a writer in the current Atlantic
maintains college football has seen its best days. In fact
as far as the East is concerned "football's day is done."
In a few years he predicts Harvard, Yale and Princeton, once
the Big Three, will abandon varsity teams entirely, and go in
for dormitory teams, with all-dormitory intercollegiate strug
gles at the end of the sensoh the only "big games."
i Football it seems hns become commercialized and profes
sionalized. It has killed itself, by allowing the desire to win,
to kill the true amateur spirit. In the east big game attendance
has already started to decline. In another decade,the profes
sional teams will have crowded the college teams from the
sporting page, entirety.
Well the demise of King Football has been predicted before.
And there is no doubt that the true color and zest of the game,
have been impaired by the growth of the' professional, "big
gate" spirit.' One can caunt the outstanding college teams, in
which professionalism HASN'T entered, on the fingers of one
hand. More and more success has come to be a matter of well
financed and persistent recruiting.

NEVERTHELESS,
We somehow expect to soe college football hang on for
some time. And speaking for himself alone the present writer
will hate to see it go.
' One thing is fairly sure. It will decline first in the effete
East, and last here on the Pacific coast.
When during such a depression as the present one, the Big
Game in California between thrice-defeated teams, can draw
70,000 people at $5.50 por thore must be SOMETHING in col
lege football, that still holds popular interest in this part of the
world.

A BAD CASK OF DUPLICITY.

Shortly afterward the poor girl went
back to the shop, and by and by she
had what her doctor good naturedly
termed a nervous breakdown
How kind most good doctors are
about that I It la such a satisfactory
alibi and so effectively disposes of
the curiosity of make-believe friends.
And change of life. Oh-oh, tbtt
ww n't so kind. But never mind. It
didn't fool anybody, for the corraf-
pondent remarks that she has not bad
any change of life. If she takes my
advice she'll never have any such
thing. I don't mean that I am auch
a wonderful doctor or health expert,
but Just that there la no auch thing;
In other words that explanation for
any 111 health or what have y -u la
pure hokum.
Now comes the dreadful confession.
Some one came along at this Juncture
and told the poor girl cigarettes would
quiet her "nerves," so she commenced
smoking surreptitiously, and now she
Is an abject slave to the habit. How
many she burns per diem she doea not
say, but It Is Just ruining her morale,
for every time the craving for a smoke
comes on she has to run over to her
home and hide In a closet or some
where while she puffs at her fag.
She is constantly anxious iet her
friends notice the odor about her. or,
worse yet, lest her sons discover she
smokes.
Now It seems the neighbors and the
girls she comes in contact with In
the course of business, have the most
outspoken convictions about females
who amoke, aud altogether It Is
almply a miserable, wretched life of
duplicity and all that sort of thing.
My advice to her Is to explain to
her friends that her doctor advised

The uvula Is the tongue -like projec
tion at the tip of the soft palate. Its
absence wilt never aMarm the boy. We

Kenneth Sutherland, 17, and Oeorge

hearing In Juvenile court this morn
ing on charges of malicious destruc
tion of property and larceny. The
charges were brought as a result of
the two youths allegedly cutting a
hole In the top of Johnny Johnson's
car, while It was parked In front of
a local theater a few nights ago, and
talcing from the machine hla cigar
ette. The offenders were lectured by
Judge C. B. Lamktn and each sen
tenced to one week In Jail,

Shelter Value and Excess Vslue.
In theee article I have not tried
to follow the procedure that a scien
tific treatise on the subject would
require. I thought more Interest
might be s roused in ths discussion
If, at tn beginning I answered the
age old objection to a sale tax by
showing how this two per cent gen
eral ssles tax on 75 per cent of a
man's subsistence requirement would
displace the present selective tax on
ahelter, which amounted to the
equivalent of a five per cent general
ssles tax on all of a poor man's ex
pndltures. Por the sam reason I
followed with a discussion. of how a
gonarsl ssles tax. would be real tax
relief for the fsrmer and would put
some value back Into His surplus
land. : Now I shall go more Into a
technical analysis the subject of
shelter tax exemption. -
Plrst we must determine whether
then is some part of real estate that
should have a special consideration
when taxes sr sasessed for state,
county and school expenditures.
The home a family owns and oc
cupies, whether a dwelling In the
city or a farm unit, has a vital, liv
ing, necessary characteristic that Is
common and of comparatively the
same value In each Individual hold
ing. This valu In a dwelling In the
city or in a farm unit we will now
define and designate.
Definition of SHELTER VALUE:
"THAT VALUE IN A HOME OCCU
PIED BY THE OWNER THAT IS
NECESSARY TO THE ACTUAL
NEEDS, WELL BEING. HEALTH AND
COMPORT OP A FAMILY OP MOD
ERATE MEANS IS DESIGNATED BY
THE TERM SHELTER VALUE."
This value Indicates no ability to
pay taxes and should not be taxed.
Throughout this discussion I have
had In mind a dwelling In the city
of Medford or a farm unit In Jack
son oounty, Oregon, oocupled by the
owner, of the assessed valuation of
$1S00, or having a replacement value
or actual value of about $3000. If
oocupled by other than the owner
It would not have "shelter value."
If a holding had a greater assessed
value, that part of the value up to
1500 only would be considered "ahel
ter value." I have designated as
"EXCESS VALUE1' that value left In
a dwelling In the city or la a farm
unit after "shelter value" Is taken
out. , All personal property, public
utilities and general property not
classified a "shelter value" would be
clasalfled aa "EXCESS VALUE." Thla
value Indicate, ability to pay taxes
and should be taxed.
In Oregon ,all assessabl property
amount, In round numbers, to
093,000,000. Families ' owning their
own homes in Oregon who would be
entitled to shelter tsx exemption at
the start would number between 130,
000 and 180.000. I will tak 140.000
as th probable number. The aver
age exemption would approximate
41350. Twelve hundred fifty dollars
multiplied by 140.000 equals (175,
000,000. This amount would be about
th shelter value of homes In Ore
gon at this time. Thla value should
be exempted from state, county and
school tsxes; 1.093 .0CO ,000 leas 175,-
TO00.000 leaves t917.ooo.000, and this
la the amount of "excess vslue" In
sssessable property In Oregon, and
ahould be taxed, as this amount of
value Indicates ability to pay taxes.

national forest service from Huckle
berry mountain.
