Worth Looking Into
TTHE fundamental problem,
not only here but everywhere else, is providing work rather
than chBrity for the unemployed. Charity of course must be
provided in the immediate emergency. But this is a palliative
rather than a cure. The cure lies
giving them gainful jobs and a pay check at the end of the
week.
This is the idea behind the reconstruction and rehabilitation
program of the government. We feel that our city and county
officials should look into the opportunities offered by the Re
construction Finance Corporation for example.
In the November issue of the American City, under the
title "R. P. C. urges more loan applications" we find this:
, "The gate la wide open the responsibility for Initiating these
project rests on the officials administering th affaire of
municipalities, counties and etates."
In these and other forceful words, an urgent invitation to
public bodies to apply more generally for Federal loans under
the self liquidating clause of the Emergency Relief and Con
struction Act of 1932, was voiced by Harvey C. Couch, a direc
tor of the Reconstruction Finance Corporation.
Mr. Couch explicitly declared that new sewage .disposal
plants come under the self-liquidating classification, where
periodical charges are made for sewer service. He also declared
informal applications 'for loans are welcome, and street and
water improvements, may be placed under the provisions of
the act, by passing proper enabling statutes. We quote :
"If any publlo official who 1 contemplating applying for a
loan under Section 301 (A) ha any doubt a to whether or
not hi proposed project 1 self eupportlng he may submit this
project to the corporation in the form of a letter. . . . Official
of the corporation have often made suggestions to appllcanta
whereby If certain changea are made, Ineligible project may b
made eligible."
In conclusion Mr. Couch makes this appeal :
"When one recalls that there are over 8000 town of over
3500 population; that there are 11,000,000 unemployed clamoring
for work, it 1 astounding that the officials of municipalities
and publlo agencies have not taken advantage of the Act to
a greater extent. From this large number of eligible appllcanta,
only 100 application that are legally eligible have been received.
If the fund provided by the act are to be effective In relieving
the unemployment of the nation, public official must mak
application for project which com under the scope of the law.
Fund will be advanced for small projects aa well as large. The
provisions of the Act should be studied by every mayor and ,
county official to determine whether or not there are projects
which may be initiated In the community and financed thru
the R. F. O. . . . In making application correspondence should be
directed to the Engineering Advisory board, Reconstruction
Finance Corporation, Washington, D. C."
With ' widespread unemployment, with tax delinquencies,
largely eonfined to workers and home owners, with practically
all unemployed men clamoring for work rather than "a dole,"
the Mail Tribune feels' that here is an opportunity to relieve
local unemployment and improve local conditions, which city
and county officials should at least investigate carefully, before
they decide nothing can be done.
This is particularly true in Jackson county, where the bond
ed debt is very slight compared to the assessed valuation, and
where if taxes were fully paid, the county would be on easy
street financially.
The way, we repeat, to secure payment for taxes is not by
oharity, but by giving work to local residents who are unem
ployed. Such work can't be financed by local banks, can't be
desirably financed by local bond issues, but can be financed
by the government, and on easy terms. 1
"How Dry
HIGHLY respeoted member of this community came into
the editorial sanctum today, and with tears in his eyes,
asked if we had notioed the following item in the press dis
patches :

House of Represenattlvea endorsed the repeal of the state dry'
law by a vote of OS to 31."
Such a spectacle in our visitor's opinion, typified the moral
eollapse of this great nation, as an aftermath of the recent
election, and he shuddered lugubriously at the projeot of the
depths of debauohcry and degradation, to which this oountry
is destined to sink.
That point of view is quite understandable from the stand
point of the sincere Dry. But we feel our caller is taking this
incidont too seriously, and not adopting that rational perspec
tive, which would be such a help to him, at the present time.
- He should recall that very wise saying that "life is a comedy
to those who think, and a tragedy to those who feel."
To thoughtful observers of that scene in the Illinois House
of Representatives, the reaction is essentially a comio, rather
than a tragic one.
"Boya will be boys, when the cat is away the mice will
play," there is nothing more certain in this life of ours, than
that action and reaction are equal.
Because the national Dry wave went too far in one direction,
the Wet wave is bound to go too far in the other. This should
not come as a shock but merely as one of those things to be
expected.
This Wet jubilee will not last forever, anymore than the Dry
jubilee did. "How Dry I Am" will no. more become the nation
al anthem, than "lip that touch liquor will never touch mine"
became tha feminist slogan.

WE humans go from one gxtreme to tha other, the dance of
life goes on and on. We protest this and we protest
that, but NOTHING interferes with that etornal pendulum
swing.' We would like to have human progress represented by
a straight line, but it never is. It is represented by a xig-rag,
from left to right, from right to left, but gradually it rises
slowly but surely to a higher plane.
"THE radical Dry have had their day, now the radical Weta
are to have theirs. VThe King is dead; Long live the
King!" We repeat, it may be difficult, but it is also sensible
and salutary, to view this phenomenon with a smila rather than
a frown j with UNDERSTANDING rather than with despair.
It was ever thus and always will be.' But the graph of
destiny is never charted by the extremists on either aide, but
by the oonimon sense and sound
rank and file those who keep their heads clear and their feet
on the ground, regardless of the tempest whirling about them.
The worm has turned. Sootier or later It will turn again.
So our advice to our agitated visitor, was to be philosophical,
continue to atand for what he believe to be right, and work
toward that end, and wait until the pendulum of life swings
ba,ck again, as it surely will

perpetrating, an 'operation, especially
If the child seemed less bright than
nurse or teacher thought he should
be, has led to many useless or harm
ful adenoid operations In those crude
shops that appeal to the credulity
of the public under the name of
"clinic," "dispensary" or "hospital,"
any dodge whereby the brass sur
geon can get a little practice with
out honestly using his own name In
the racket. You see. It la all right
for him to employ any means to
catch suckers so long as he keeps his
own name out of It. A "clinic" or a
"hospital" may resort to all the wiles
of quackery for attracting trade
when in fact the "clinic" consists of
a huddle of three or four ambitious
young doctors, or the "hospital" Is
nothing but a close corporation of a
dozen or twenty doctors.
Mouth breathing and Irregularities
of the teeth, and the formation of
the jaws, and such faults as pigeon
breast, though generally associated
with nasal obstruction, by no means
spell adenoid enlargement. The ob
struction of the free passage of air
through the nose Is as likely to be
due to simple chronic rhinitis, a
thickened turbinate, polyp or a for
eign body.
In no case can a physician be
reasonably aure a patient has ade
noids until he has felt the adenoid
with his' finger or seen It directly
with his eye or Indirectly by means
of throat mirror. Sometimes It Is pos
sible to see the adenoid mass through
trhe nose, but always It Is a simple
matter for the physician to Inspect
the vault of the pharynx by refract
ing the soft palate and using a suit
able mirror In the throat. Beware of
the quack who asaumea adenoids are
present without troubling to make
such an Inspection, or, what Is less
comfortable for the patient, Insert
ing a finger through the mouth Into
the vault of Vie pharynx and feel
ing the adenoid mass.
Today good physicians advise re
moval of adenoids only when the
patient surfers some definite path
ological effects. These are (1) con
stant or frequently recurring coryza
