Possibility of Carrying Elec
tion tor Roosevelt With
out Aid of East Seen In
Figures 1916 Is Cited
By BTon Price
(Chief of Bureau. The Associated
Press. Washington)
Th. democratic drive In th. west
to be marked by Oov. Franklin D.
Roosevelt's September swing, put a
good deal of emphasis on the purely
mathematical aspects of th. electoral
college.
Those who discuss politic at th.
corner grocery store and In many
other places seem a little uncertain.
In view of the respportlonment of
1032. whether there Is any prospect
that the democrat can win by carry
ing the south and most at the west,
and losing all or nearly jll th. east.
The answer I that such an r.ut
come would be entirely possible, so
far aa the figures ar. concerned. But
It I equally true that such an cut
come would be very unusual and th.
possibility la being discussed now
only because these are unusual times.
The change In apportionment In
the electoral college, baaed on th
1030 census, has not greatly altered
the sectional balance since the unus
ual case of 1918, when Wilson lost
all of the east except two of th.
smaller atates, and on top of that loat
nine other statea In ha mid-west,
northweat, far wast and border groups
and still wa elected over Hughes.
1018 Klectlnn Classic
It I worth recalling Just what
happened In 1018. both because that
election has become a classic, and
because the democrat are expending
so much of their energy now in th.
aame section where they won 19
years ago.
In that year the democratic ticket
lost on. border state, West Virginia,
Starting west fron) th. Pennsylvania
Ohio line. It loat Indiana, Illinois,
Michigan, Wisconsin, Minnesota,
South Dakota, Iowa and Oregon.
From the Pennsylvania-Ohio line east
it loat everything except Maryland
and New Hampshire. Yet, with
combination of southern and west
ern strength. Wilson had 277 electoral
votes, and Hughes only 284.
Comparing the 1018 electoral allot
ment with that of 1832, the old
aouthern state Buffer net Ions of
two votes: the border atates suffer a
net lews of six votes; th northern
atates, from Ohio west, show , net
gnln of aeven votes; and the east,
beginning with Pennsylvania, show,
a net gain of on. vote.
These change are not large enough
to make much difference.
Tradition Broken
The other aide of the picture
which certainly cannot be disregard
ed la that 1018 was completely out
of accord with the well-established
lesson of experience.
until that time it had come to b.
almost an axiom that no democrat
ever could be elected without carry
ing New Tfork. Even though he did
carry It In 1878, Tltden lost the presi
dency. There 1. no Intention here to draw
conclusions as to what will happen
In 1932. The democratic claims at
thl Juncture Include several eastern
statea.
But It It timely to observe that
those democratic leaden who favor
concentraton on the west and south,
and neglect of the eaat, are playing
for th. chance that tradition again
wilt b. broken, long chance but
not necessarily an Impossible on.. .
