THE Mail VTribune has received a communication from the
Federal Employees League urging this newspaper to wire
the Oregon Senators and Congressmen, to vote against the
Hoover economy bill.
Thousands of federal employees, their friends and relatives
throughout the country, will vote against those who aupport thla
unjust measure and do everything In their power to drive them
from public life.
Our message to the Federal Employees League and to the
Oregon delegation in Washington follows:
We urge strongest possible support, to President's economy
program and favor answering Employees Lesgue threat, by secur
ing legislation which will result In Immediate discharge of federal
employees responsible for thla action.

First, Capone, -Second, Means.
NOT since the sentencing of Signor Al Capone, has anything
pleased the skipper of this column more thrm the sen
tencing yesterday of M. Gaston Means to 15 years in the peni
tentiary. There are crooks, and crooks. While the type represented
by the "killer" Capone, is more dangerous, the type repre
sented by Means, is to our thinking the more DESPICABLE.
WITH all his ruthlessncss, his disregard for human life, his
complete absence of moral sense, Capone to rise to the
placo ho did, had to possess a certain type of sheer ANIMAL
courage.
' Means, on the other hand, with equal absence of moral
sense, remained essentially a coward and a bully. He didn't
pick on men who could fight back, he picked on men when
they were dead (Means was responsible for tha "strange
death of President Harding'"). He didn't scorn respectable
women and use disreputable ones; he consorted with the lat
ter and swindled the former, particularly gullible and de
fenseless ones.
Ha lacked the norve to engineer the kidnapping of the
Lindbergh baby, but was entirely willing to profit financially,
from those who had the nerve and took the chances.
As the presiding judgo dcclnred :
"The verdict reveals that the defendant capitalized not only on
the aweetest and tenderest emotions of the human heart, but also .
on the basest In hla clever and adroit plan."
It may Bcem like splitting hairs to try to differentiate mor
ally between men like Capone and Means, but as far as this

that paying the bonus with
money printed by this govern
ment would in soma way of

Europe, without destroying
the gold standard. But when
it comes to paying men that
we also sent to Europe, that
is different.
Today's paper will tell you about

decide for Itself whether It prefer

prevented rickets In 97 out of 100
cases.

77 out of a hundred cases.

These investigators question whether
Vitamin D Is the only factor neces
sary to protect against rickets. They
are of the opinion that Vitamin A,
and possibly still other factors, have
something to do with it, and hence
the plain cod liver oil is more effec
tive than the more expensive sub
stitutes.. Sounds like good medicine
to me.
About prohibition. It Is certain that
the 18th amendment will not leave
the constitution. That would require
votes ot thlrty-slx states and you
could not get thtrty-slx.
Some suggest "nullification,"' liv
ing undef prohibition, paying no at
tention to It But that would mean
living on a bootleg basis, millions of
Americans drinking poisonous con
coctions of bootleggers and stuff,
even worse, made at home.
One way out might be acceptable.
The prohibition amendment says In
toxicating liquor must not be made
or sold, and orders congress to pre
vent It, The Volstead "one-half of
one per cent" act, Iq the law now.
Perhaps that could be changed to
read that things Intoxicating, within
each state, are suoh things as the
state itself declares to be Intoxicat
ing. It Wisconsin says that 5 per
cent beer Is not Intoxicating, 5 per
cent beer becomes legal in Wiscon
sin.
If California says 19 per cent wine
is not intoxicating, California may
drink that wine legally, and so
through the list ot states.
The difficulty is that the Repub
lican party, while It feels compelled
to throw some kind ot sop to the wet,
Cerberus, doesn't like Cerberus, and
wishes It could throw him a sop
dipped In carbolic acid.
The Republican party knows that
the prohibition movement Is Its an
nex, packed wltft votes. And while
here and there some Republicans are
as wet as the Cave of the Winds, the
heart of the Republican party Is dry.
It Is Interesting to study faces of
delegates gathered in long rows. The
majority, smiling, seem to say: "This
may be somebody's funeral, but not
mine."
The faces are those of temperate
men and women, keen, intelligent
faces. Somebody says: "There Is no i
genius In them." But If another
young Bonaparte sat under the New j
Mexico banner, the same person
would ask: "Who let In that queer)
little Mexican; la he really a dele
gate?"
And If Marconi, or Edison, or New
ton htm&elt sat there In modern
clothes, no one would question the
statement, "They come from Kan

Parents often are shocked to see
what brutal games of make-believe
their children invent.
Hunting, killing, war, bombard
ments, wholesale slaughter of the
enemy people are carried out with
the greatest enthusiasm,
Dolls and toy animals are stabbed,
shot, dismembered. Imprisoned and
executed without compassion.
The adult watcnlng does not un
derstand how a child who has been
always humanely treated, who has
seen little or no cruelty In his life
can come by such Ideas or how he
can derive such obvious delight In
acting them out. The natural thing
Is to try to discourage such play.
Usually the attempt falls. Even
If It seems to succeed, continued
observation will show, that It surely
crops up again In a new, although
perhaps less direct form.
The young child plsylng such
games Is merely acting out an ag
gressiveness which is inevitable under
the circumstances.
For many reasons he feels rage
and a sense of frustration for which
the actual environment offers him
no other outlet.
Is he not a child and as such
ordered about, thwarted, limited at
every turn? Must It not be painfully
plain a dozen times a day that he is
inferior to the great grown-ups who
dominate his existence?
Somehow he must get even. He
must Imagine himself since he can
not be so In reality In a position of
power and authority. He must re
venpe the wrongs which his Instinc
tive, pleasure-wklng self feels that
he has suffered.
Considered from a mental hygiene
point of view, games of cruelty are
a most valuable vent for feelings
which might pile up dangerously
and discharge themselves at last in
really undesirable behsvlor.

Survey Reveals
The average automobile tire of to
day gives 60 per cent more mileage
than It did five years ago despite
the fact that demand on tire per
formance has grown heavier each
year, it la revealed In a recent sur
vey by the United States Rubber
company.
One feature of the survey, which
brought out how tremendously the
demand on tire performance has in
creased, consisted in a comparison
of 13 motor cars covering the entire
price range of the present year with
the ssme makes five years ago. The
comparison revealed that the horse
power of the average car has in
creased 80 per cent and the weight
25 per cent, while a decrease of 30
per cent 'has taken plsce in the
size of wheels.
These changes, which mean more
power, more weight, more speed,
faster acceleration, and more wheel
revolutions, all contribute to faster
tread wear. Yet, In the face of
the extra demand on quality, tires
today give 60 per cent better service
than they did In 1037.
The most recent contribution made
by the United States Rubber com
pany to longer tire life was tempered
rubber, a new tread compound which
Is said to add many thousands of
miles to the service given by all
U. Satires.
