and other high officials of both the
government and communist party will
be In line for a 300 per cent raise In
salary if the politics! bureau, the
party's all-powerful governing body
adopts a proposal It Is considering.
It hsa under advisement an ln
ereate In the maximum salary to
which all party members now are
restricted from 300 to 000 roubles
monthly (nominally $100 io 450).
Few Get Top Pay
If the Increases are adopted. It Is
probable that they will not be an
nounced publicly, only those affected
being notified. The communist party
numbers mora than 3,000,000 in the
total population of 160,000,000.
The Increase would apply to every
member of the party, although only
a few would benefit by the top fig
ure, just aa only a few today draw the
maximum of 300 roubles. It would
mean proportionate boosts all down
the line, however, from Stalin, the
virtual dictator, to the lowest sub
ordinate. Under the present system all party
members, whether officials or plain
wage earners, are limited to the 800
rouble maximum for their regular
Jobs. Even If they happened to be in
a position to earn mora they could
not get It.
Expediency Cpsets Ideals
Because of the preMnt high level
of prices thla haa resulted In many
sacrifices and sometimes In actual

sponsibility la greatest In th) soviet
state.
Many communist5 have found It
necessary to increase their regular
earnlnga by writing and lecturing, a
practice which the party permlta pro

A more serious consideration Is that
many well equipped party members
have refused to accept Important

Stalin Gives Cue v
Above all these reasons, however,
and giving the political bureau the
highest sanction to consider the mat
ter waa the edict of Stalin, last June,
that the system of equal pay for all
should be abolished In the soviet
state. That rapidly la being accom
plished In all forms of Industry and
agriculture.
The compromise of oommunlitlo
principle with capitalistic practice
also was dictated by economic ex
pediency for Stalin realised that
maximum production could not ba
had In the present state of develop
ment without dlatlngulahlng between
the ability of skilled and non-skilled
workers by monetary standards.
