"Meeting were held by the coun
cil committee every two weeks and
from time to time this committee
met with the eltlcens' budget com
mtttee, consisting of Dr. B. R, Elliott,
A. O. Hubbard, Wm. Clemenaon, Prank
Runts, Harvey Fields and Elmer Wil
son. Information was gathered from
various cities In the states of Ore
gon, Washington and California. It
was found that with two exceptions
no other city In the state of Oregon
was receiving any substantial return
from the power utility serving It and
no city was receiving as much as the
Medford franchise tax of 3 per cent,
which tax In 1831 approximated 60,
000.
It was also found that the rates
charged the city for street lighting
were comparable to the rates charged
other cities by other public utilities
for like service; the one exception
being the rate charged for the orna
mental system on Sixth street, which
ratea the committee felt were too
high.
"The committee discussed the ad
visability of the olty attempting the
regulation of consumer rates within
the city but was Informed that the
public utility commissioner was mak
ing an investigation of the California
Oregon Power company and that a
hearing would be held this- year for
the purpose of regulation cf con
sumer rates. The committee felt that
It was much preferable for this ex
pense to be borne by the state of
Oregon rather than the city of Med
ford. "The committee finally recom
mended to the council that a ten
year franchise by granted to the Cal
ifornia Oregon Power company upon
condition that it pay to the city a
tax of S per cent upon It revenue
within the city for tho period of the
franchise (an estimated revenue of
100,000) A tentative franchise wax
drawn providing for the payment to
the city by the power company of a
per cent of It gross revenue up to
6400.000 and thereafter 3 per cent.
With the franchise a lighting con
tract waa proposed which would re
sult In a saving to the city of ap
proximately 6600 per year over the
present schedule.
"Th meetings of the council com
mittee have at all times been open to
the public and news Items with refer
ence to th work of th committee
have been from time to time oarrled
by the press. A public meeting wai
called by the council In April for th
discussion of the franchise and this
Information was carried by th local
press; three Interested cititen ap
peared to give the council the bene
fit of such suggestions or Informa
tion as they wished. The council
then again announced an open meet
ing for the 'J4U, day of May for th
purpose of being advised by any citi
rn as to his viewpoint on the mat
ter at hand. The tentative f ranch Is
was read at this meeting, the council
desiring to be fully Informed before
th franchise should be passed In
final form. A copy of the tentative
franchise as read waa given to th
representatives of the press at th
time of reading th same.
"If advisable, and of advantag to
th city, the purchase clause, con
sumer rat regulation and other
otems can be included In th fran
chise before final passage,
