Over-Production in Industry
' and Agriculture Must Be
Halted to Conform With
Rapidly Shrinking Market

WASHINGTON (AP) A rapidly
declining birth rate may be of scant
Jfconcern now to t.he average producer
or consumer struggling to keep out
of the red but It has become a real
problem for several economists.
With over-production already di
agnosed as a world malady, some
thing must be done within the next
quarter of a century, these econo
mists assert, to gear agricultural and
Industrial production to a prospect
ively stable or declining population.
In northwestern Europe, where
most of our agricultural exports and
a large share of the Industrial ex
ports go, as well as In the United
States, the birth rate has been de
clining for 50 years.
It Is clear, says Dr. Oliver E. Baker,
, economist of the department of agri
culture, that American farmers can
not depend on continuous expansion
of the northern European market.
In addition to a declining birth
rate, agricultural technique is ad
vancing In northern Europe as It is
In North America, Dr. Baker aays.
In northwestern Europe the acre
yields of some of the crops are twice
as high as In the United States.
Likewise, It Is apparent, econo
, mists say, that the market III Europe
for American manufactures cannot
yte greatly increased. Industrial tech
nique also Is advancing there, and
post-war American opportunities are
lessening as the continental nations
become more and more committed
to the policy of fostering and pro
tecting domestic industries.
Intensification of this nationalistic
spirit and the desire for security with
respect to the food supply has
brought a wave of tariff enactments
and other trade restriction measures.
Dr. Robert R. Kuczynskl, of the
Brookings Institution, whose survey
of the falling birth rate in north
western Europe shows "that these
populations are doomed to die out
unless fertility rises," says there Is
not a single Industry In the United
States that does not operate on the
assumption of an Increasing popula
tion. Consequently a stable or declining
population. Dr. Kuczynskl eaya, will
severely hit any American Industry
that falls to adjust Its production
and distribution to meet, such a sltu-
at ion.
While science may create new
- consumer demands like that of the
automobile, he believes that busi
ness In the United states will have
to accommodate itself -to more or
less stabilized consumption as other
nations, notably France, have done.

monthly meeting. It was the greatest
number to ever attend and repre
sented Gold Hill. Talent. Phoenix,
Jacksonville, Ashland and Med ford
committees.
Miss Mildred Carlton, who but re
cently returned from the White
House child welfare conference In Sa
lem, reported on the salient point
of the conference, stressing the fact
that 680 persons attended, whereas
only 200 persons had been antlcl
vpectcd. Concerning the economic
turmoil. Miss Carlton pointed out, It
was very interesting to see that child
welfare efforts are not being neg
lected. Miss Louise Basford of the public
school system told the members
what is being done for the mentally
and physically handicapped child In
Med ford. Many do not know that 30
crippled children are transported
dally to school and carefully taken
care of, that a special large cheerful
room has been furnished for them
with regard to their convenience. It
is the only school system in Oregon
which does this. It la a new idea
and a rapidly growing one in the
United States.

the local association that Mrs. Sadie

success of the honor roll noted.
Results of the membership drive
up to date showed Ashland in the
Lead with 224 members. The drive
in that city was directed by Mrs. D.
Perozzi, who also won first place on
.her report yesterday of the affairs of
the finance group.
Reports from the five groups were
obtained through questionnaires.
Others receiving prizes for the best
answers were: Publicity, Mrs. Miles
Gammlll; education, Mrs. John Ful
ler; nursing, Mrs. Frank Llndley;
supply, Mrs. Alice Ulrloh.
Miss Nelly Jacobs, head of the Gold
Hill unit, received a prize for bring
ing the greatest number to the meet
ing. Following the program tea was
served by the members of the board
