Each building project was, so far a posatbl. broktn up Into ft numbs
of small contracts instead of letting it in one, two, or three larg contrct
la sometimes done, Ther were seveisl reasons for this:
1. It saved th district some of th general contractor' profit on tn
minor contract.
3 It divided the work Into smaller Job and made It pesalbl for nor
contractors, and especially th smsller contractors, to bid on th work.
3. It enabled the board to keep a closer control on the letting of work
and to be more sura that th work would be let to Medford men and Med
ford flrma.
Considerable of th work waa don by day labor for th asm reasons.
About S4 per cent of all money epent for labor In all building operation
went to men living Inside the school district. Praetlrally all contracts, with
th exception of th electric wiring at the high school, went to Medford
concerns and In so far a possible locally produced materials were used.
